JOB PURPOSEProvide substantial value to WFP?s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP in Lebanon.KEY ACCOUNTABILITIES (not all-inclusive)Under the direct supervision of Head of Partnerships and Communications and the overall supervision of the Country Director, the incumbent will support in leading the development of new and existing partnerships with government organisations in order to advocate for the work of WFP and mobilise resources to support WFP programmes.?1. Lead the implementation of the work plan for the partnerships function by overseeing and delivering activities that identify, develop and maintain government partnerships to maximise funding.2. Manage a portfolio of partnerships, soliciting contributions, providing donor stewardship, forecasting, negotiating changes and assessing results, to maximise resources raised.3. Provide advice to technical units and support the efforts of the country office management as required, in order to assist them to effectively manage and mobilise donor resources of the operation in Lebanon.4. Facilitate Country Director?s dialogue with partners through preparation of quality briefing materials in support of outreach opportunities.5. Maintain awareness of current affairs and donor policies and conduct analysis to understand how they may impact WFP activities and programmes in the country.6. Proactively highlight strategic issues and propose options for the best course of action to nurture trust and partnership growth.7. Conduct negotiations for contributions and partnership agreements, in line with WFP rules and regulations, in order to reach advantageous outcomes for WFP, such as more flexibility and predictability.8. Manage junior staff working for the partnership team to ensure appropriate staff development and enable high performance.9. Coordinate and prepare accurate donor reporting and resourcing status of programmes, identifying trends and issues, and proposing solutions, to enable informed decision-making and action planning by senior stakeholders.10. Educate new and potential donors on the strategy, design, relevance and impact of programmes, to advocate for the work of WFP.11. Represent WFP at meetings at appropriate levels in such a way that advances the government partnerships strategy and objectives and builds support for WFP activities.12. Coordinate work with other Government Partnership Officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met.13. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of risks.14. Other as required.
