Activity rate 100%Contract Type: Fixed term, 1 year (renewable based on performance and need for position)Salary Range: USD //2?037 ? 2?926// (as per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job)Starting date: March 15th 2023 (the latest)Opening: 01/02/2023Closing: 14/02/2023JOB SUMMARY The Health Field Officer contributes to implementing, running and monitoring Health Care in Detention (HCD) activities/project(s) in Lebanon. S/he assists the detention doctor in achieving HCD objectives according to the delegation?s strategy and planning. S/he has the capacity to oversee HCD project(s)/programme(s) with a degree of autonomy and provide technical support to the detention team especially in cases of emergency (such as outbreaks).OBJECTIVES AND TASKSA.Visit to places of Detention/ Health Care in Detention Project(s) 40%-Participates in planning of the field trips.-Facilitates and assists the detention doctor in assessing and analyzing the function of the prison health system, identifying the needs and possible solutions with the contextual background.-Assists the Detention Doctor in defining, implementing and monitoring HCD project(s).-Collects (and translates when necessary) data and relevant documents in relation to health assessment in the places of detention.-Contributes to health needs assessment and/or health screening in places of detention, as required.-Contributes to the ICRC?s assistance responses monitoring as required.-Contribute to ensuring safe access to and continuum of care for detainees. To this end, maps and links the ICRCs resources with existing, functioning local systems.-In collaboration with the detention doctor, advocates the responsible authorities of places of detention for access to health care of detainees within the prison health care structure and referrals to the external health care facilities like public hospitals around the area.-Using the institutional tools for the monitoring of health in detention programs and activities, as required.-Implements and evaluates the progress situation of the health care service and hygiene conditions in the previously visited places of detention.-Follows up on all work-related messages and correspondence with the relevant contacts and departments-Follow up of medical orders as well as medical equipment and drugs, as required.B.Reporting 40%-S/he initiates and enters data in the relevant ICRC databases and monitoring tools as required by the detention doctor.-Contributes to reports on detention visits, as required by the detention doctor.-Provides contributions to specific institutional reports as needed.-Writes reports, minutes of workshops and meetings.-Prepare correspondences as required by Detention Doctor-Oversees files reports and messages in relevant database.-Ensures necessary administrative work is implemented on time.-Registers and treats information (general and specific) accurately with respect of medical and ICRC confidentiality.C. Trainings + AdditionalDuties20%-Contribute to Identification of training needs of prison health staff and conduct trainings, as required.-Contribute to organizing workshops and seminars for prison health personnel.-Assists the Detention Doctor to conduct, monitor and evaluate training.-Assists and/or conducts onsite training for prison staff, health staff and detainees, as required.-Prepares all administrative tasks related to the interlocutors? participation in HCD trainings organized or sponsored by the ICRC and acting as a focal point for ICRC interlocutors invited to trainings/events by the ICRC.
