Key Skills and Responsibilities? QA/QC Engineer ISO 17020 shall be Muscat based and shall be a mechanical engineer qualified to BSc level.? He shall have a minimum of ten (10) years of relevant experience, five years of which shall have been gained in the Middle East.? A background in onshore upstream oil and gas surface facilities is required.? He shall have in depth technical knowledge in materials, welding, coating / painting, NDE inspection and exposed to multi-discipline works of oil and gas field.? He shall be fully familiar with API, ANSI, ASME, BS and ASTM codes used in oil and gas industries.? He shall have experience in establishment, operation and maintenance of a quality management system in compliance with ISO 9001.? He shall have demonstrable capability of developing quality system, quality plans, quality control procedures, inspection plans and contract specific work procedures.? He shall be completely familiar with Contractors corporate quality system.? Have a well-organized, highly skilled team, with in-depth knowledge and experience of ALL the following technical domains:- Civil Constructions- Materials, structures, mechanical components and Pressure Equipment- Machinery and rotating mechanical equipment- Electrical and InstrumentationDescription of the Services? Principal requires third party inspection Services on Call-Off basis for carrying out inspection of materials, equipment, and construction activities.? Inspection activities will be normally detailed in a Manufacturing and Inspection Plan approved by Principal although additional spot inspections may be requested if deemed necessary by the inspection organization/inspector.? Inspection will be at Principal site or suppliers/subcontractor?s premises in different countries for manufacturing, assembly and installation of procured items. The inspection service shall include but not limited to Rotating equipment, Pump performance tests, Static equipment, Tanks Compressors, Package items, Valves (ESD / Relief / Control...), Flowline, Pipeline, Piping, Electrical & Instrument materials and works.? The inspection shall be performed by competent inspectors and qualified as appropriate depending on type of activity and assigned task.? All deliverables must be checked for technical review before submitting to Principal. Contractor must have organization in place to ensure independent review of deliverables before issuance. Traceability of this review has to be maintained (e.g. approved ITP, RFI, Job-Order, Inspection reports, ITP ?etc.)? Where Principal employs the Contractor, they shall act on behalf of Principal, support and advise Principal in organizing, scheduling, controlling, monitoring and supporting the services provided by other suppliers and contractors and provide reasonable support that such parties require to perform their respective services.Methodology Statement of the Scope of WorkIn order to assure conformance to the Contract / Project requirements, the following activities shall be considered as a minimum to be carried out by Contractor:? Inspection shall be carried out as per approved ITP & related approved documents.? Ensure that the correct revision of approved documents are being used by the manufacturer.? Review, comment and approval of ITP, MPS and procedures issued by the manufacturer.? Provide support on evaluating the materials and reviewing documents supplied by different manufacturers.? Endorse the Supplier?s/ Contractors quality system and contract quality plan to ensure they meet the requirements of the specification.? Endorse the Supplier?s/ Contractors Procedures and work Instructions to ensure they meet the specified requirements.? Ensure all supporting documentation and Standards, Codes, Specifications are available at the Work location.? Carry out audit, surveillance, inspection and witness activity to ensure specified requirements are met.? Ensure the Contractors QA/QC staff are suitably qualified as per the minimum requirement.? Ensure the (latest) and the most related international standards are followed.? Ensure proper test & inspection equipment is used, calibrated and certified.? Endorse Quality Records, Plans, Operation and Maintenance Manuals and As Built information.? Identification of Mill Certificates against material for all parts and ensure that material complies with drawing requirements and material specifications.? Report directly to Principal, the status and progress on daily basis.? Inform and advise immediately and no later than 24 hours of any non-conformity found during the manufacturing and inspection activity.? Inform and advise Principal on quality issues including feedback concerning strengths and weaknesses, if any.? Issue a factual report summarizing inspection performed.? Provide Inspection report directly to Principal only.? Issue Certificate of Compliance, Acceptance, Safe Operation and Completeness, directly to Principal.? Comply to and update regularly Principal standard/template ITPs, including developing new standard/template ITPs when required.?
