ORGANIZATIONAL CONTEXTThese jobs are found in Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a VAM/M&E Officer or designate.At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance.?JOB PURPOSETurkey currently hosts the highest number of refugees in the world: 4 million people, of which 3.6 million are from Syria. WFP in partnership with the Turkish Red Crescent (TRC) and the Government of Turkey have implemented the Emergency Social Safety Net (ESSN) from 2016 until April 2020 to help the most vulnerable refugees meet their basic needs. As the situation in Syria remains volatile, a large scale return is not expected soon. In this regard, the Regional Refugee and Resilience Plan (3RP) partners have committed themselves to continued assistance for 2020-2021, supporting the immediate needs of Syrians under Temporary Protection (SuTP) and, as requested by the Government, strengthening the overall resilience of SuTP, host communities and capacities of relevant institutions.Despite the legislative changes that facilitate access to formal jobs, language barriers and unsuitable skill sets limit employment opportunities for SuTP. In addition, high unemployment, increased competition and skills shortages affect the employment prospects of both SuTP and host communities. Thus, there is scope for an industry-based employment model that provides training and skills in a focused sector to benefit both SuTP and host communities and that attract private-sector interest.To do so, WFP with project partners implements the Socio-Economic Empowerment and Sustainability (SES) programme for refugees and local youth from households with vulnerabilities to ease their access to labour market.The programme is modelled around a dual apprenticeship system, in line with the protocols WFP has established with MoNE and the Turkish Employment Agency (ISKUR) and has already proven its scalability, after the successful completion of a pilot in 2019 and scale-up to more cities and participants since 2020.In addition, WFP partners with the Turkish Red Crescent (TRC) to provide e-voucher assistance to Syrian refugees living in Temporary Accommodation Centers (TACs). The programme started in 2012 aiming to ensure vulnerable refugees can consume enough food and have a diverse diet; reduce negative coping strategies to meet their needs; enhance national crisis-response capacities.WFP?s Vulnerability Analysis & Mapping and Monitoring & Evaluation (VAM/M&E) unit leads the programme operation in terms of measurement and learning. As the intervention transitions towards more sustainable opportunities and linkages are built between the humanitarian assistance and active labour market programmes, a solid M&E system will be essential in order to measure the effect of the transition while at the same time ensuring in-camp programme learnings are produced for effective implementation and evidence-based decision-making process.
