Job Description

Program: Jordan Water Governance Activity (WGA) ?Job Classification: Long-Term Local Professional Employee?Start Date of Position: TBD??Reporting to: Utility Performance Director ?BACKGROUNDThe?Water Governance Activity (WGA)?program is a multi-year project funded by USAID, which?aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ?s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities? performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.POSITION OVERVIEWProvides side-by-side technical support to utilities in key operational functions to achieve performance improvements against Key Performance Indicators (KPIs) related to efficiency and service delivery. This will focus specifically on support to the implementation and sustainability of the utility performance improvement plan, SCADA Master Plan and Non-revenue Water (NRW) Reduction Master Plan to various utilities and regional operating units. ?DETAILED RESPONSIBILITIES

  • Works closely with the utility performance team to plan and deliver technical assistance, capacity building and support to utility staff to improve utility performance and execute project related activities.
  • Work on developing and implementing action plans related to SCADA, NRW reduction, and utility business management functions,
  • Provide technical support, as needed, to integrate utility management and operational performance needs into WGA water governance reforms activities.
  • Provide technical assistance to support the utilities to improve their performance against key KPIs.
  • Coordinate with other donor projects and utility activities.
  • Support the Water Planning and Policy team to institutionalize the business plans development and implementation based on the Result-Based Action Plan (RBAP).
  • Work with the Institutional Development team to execute utility strengthening and associated capacity building and institutional strengthening work.
  • Perform other tasks as appropriate and as determined by the Utility Performance Director and Chief of Party.
