Today, Proximity is a rapidly growing organization of talented and motivated researchers, analysts, and technical specialists with an expanding global portfolio.Activity SummaryThe Syria Accountability and Research Team (ART) is a five-year technical assistance activity that serves as the Monitoring, Evaluation and Learning (MEL) platform for the United States Agency for International Development (USAID) - Stabilization Program. ART?s purpose is to increase USAID?s understanding of the programming and contextual updates in supported areas, in tandem with informing its decision making and future program design cycles through quality independent MEL data and timely research and analysis. ART?s technical assistance and deliverables span five (5) complementary components, including: (a) Support Services to USAID; (b) Third Party Monitoring (TPM); (c) Research and Analysis (R&A); (d) Evaluations; and (e) MEL Capacity Building.Terms of Reference & Scope of WorkProximity is looking to hire a TPM Analyst for the USAID Syria Accountability and Research Team (ART) activity that was awarded in May 2020. Syria ART is a 5-year contract that will provide the USAID Stabilization Program with Support Services, Capacity Building, Evaluations, Third Party Monitoring (TPM), Research and Analysis (R&A) for its resilience and stabilization assistance in norther east Syria (NES). Throughout its different components, ART will independently monitor, verify, and analyze data related to USAID funded portfolio, while also providing contextual background information through independent R&A that help inform USAID`s strategy, project and activity design and implementation. The TPM Analyst will work as part of ART?s Third-Party Monitoring (TPM) Unit to support the range of independent third-party monitoring and evaluation activities required under ART. The TPM Analyst will work with Senior TPM Analyst and Deputy Chief of Party (DCOP) to design technical features of the ART M&E framework, including adapting data collection tools to TPM needs, determining appropriate sampling techniques, and reviewing data collection guidelines. More specifically, the TPM Analyst is responsible for reviewing Implementing Partners (IPs) documents, reviewing and analyzing primary and secondary qualitative and quantitative data and drafting TPM field findings reports to be submitted to USAID. Working closely with the Senior TPM Analyst - in line with USAID guidance ? the TPM Analyst will be tasked with the following: * Conduct and support Monitoring Task Order (M-TO) requests in line with an efficient TPM workflow and cycle* Review Implementing Partners (IPs) documents in order to draft well-structured, and well-written data collection tools, in line with ART data quality assurance guidelines* Support in drafting a TPM data collection toolkit, including quantitative and qualitative tools, sampling techniques, visual data capture methods, etc.* Work with data entry management team to review data quality, reliability, veracity, and integrity* Support in training Field Monitors (FMs) on data collection tools* Drive excellent in-data analysis and presentation* Support in drafting TPM Field Findings Report* Support in managing and updating ART?s knowledge management system to integrate data across primary, secondary and spatial data sources* Liaise with ART?s team members to support specific TPM tasks* Any other tasks deemed necessary to successfully carry out TPM under Syria ARTQualifications* Bachelor?s degree in a relevant field, such as international development, economic development, political science, international relations, sociology, anthropology, etc.* At least three years experience with monitoring, evaluation and learning for humanitarian or development programs* Demonstrated ability to support in the design of technical M&E functions* Demonstrated ability to conduct quantitative and qualitative data analysis and M&E reporting* Ability to write reports in English fluently or at a native level* Ability to work independently, proactively solve problems and consistently meet deadlines* Positive, enthusiastic team member* High level of detail orientation with an emphasis on precision and timeliness* Highly organized, dependable and able to prioritize deadlines and proactively address problems as they arise* Experience in remote management settings (highly desirable)* Previous experience with remote third-party monitoring (TPM) and independent evaluation (highly desirable)* Previous experience working with Syria humanitarian or development programs (highly desirable)Application InstructionsPlease send the following documents to ARTrecruitment@proximityinternational.com ?
