Number: 151398Terms of Reference: Water and Wastewater Infrastructure Master Plans Team Lead and RequirementsSCOPE OF WORK (SOW)TITLE:Terms of Reference:Water and Wastewater Infrastructure Master Plans Team Lead -PERIOD OF PERFORMANCE: June 5, 2022 May 30, 2023-BACKGROUNDThe Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJs reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives; support the GoJ to define and resolve water sector strategy and policy issues; improve water entities performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement. -DETAILED RESPONSIBILITIESThe Water and Wastewater Infrastructure Master Plans (W&WWIMPs) Team Lead will work closely with the WGA team, MWI, WAJ and the water companies, to revise and update the recently developed W&WWIMPs for Jordan by the USAID Water Management Initiative in 2021, and update the Capital Investment Program (CIP), Specifically, s/he will,Task 1: Updating the Water and Wastewater Infrastructure Master Plans* Review all related existing documents.* Build on the existing efforts to finalize the water demand calculations for municipal water use.* In collaboration with MWI and GIZ, re-study the available and needed water resources, develop a revised water balance for each water system and develop water re-allocation plans including the different future resource alternatives* Identity needed updates and improvements on the W&WWIMPs including tables, figures, other key sections, etc. based on the feedback received from WGA, USAID, MWI and WAJ.* Examine the infrastructure facilities proposed to be implemented in the master plan and proposed needed adjustment or resizing.* Identity other human resources needed to support updating the W&WWIMPs, draft their SOWs and lead the assigned team to do that.* Based on the updated W&WWIMPs, update the Capital Investment ProgramThe total level of effort to complete task 1 is a period of up to 50 daysTask 2: Technical support for developing the Supply and Demand Balance Chapter in the National Water Strategy and Governorate level water master plans* Based on the results of Task 1 above, provide technical support in developing the supply and demand balance chapter in National Water Strategy* Collaborate and coordinate with counterparts, donors and implementers to ensure that the national master plans are incorporated in the governorate level water master plans.* Support providing unified design criteria for the governorate level water master plans.The total level of effort to complete task 2 is a period of up to 10 days-Qualification* Minimum a bachelors degree in a relevant field, such as water management or engineering.
