Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. -DETAILED RESPONSIBILITIESThe Jordan ERA project is seeking a short-term consultant with the potential to transform into a long-term position to be responsible for developing scopes of work as requested by USAID and ERA technical staff, overseeing ad-hoc/rapid response technical activities, and reviewing technical materials/final reports for demand-driven activities as designated by the Chief of Party, Chief Technical Officer and/or respective Component Leads. Responsibilities are as follows: * Coordinate with technical staff, project leadership, and operational staff to collect input needed to develop tailored activity scopes of work, as requested by USAID or ERA technical team leaders.* Draft and develop Terms of Reference (TOR) and Scope of Work (SOW) for consultants to carry out work under ad-hoc and demand-driven technical activities.* Tailor and update a SOW management process in coordination with operations team, including SOW-writing guidance, and a process for technical staff to assist with drafting SOWs and request support as needed.* Develop budgets in collaboration with the Component Lead/ COP/CTO for activity-level scopes of work that are realistic and cost-effective.* Support the component team leaders to manage multiple consultants to implement the established TOR/ SOW to achieve results.* Serve as a quality control point of contact on technical assignments including reviewing deliverables, assisting with research, assisting with scheduling key meetings and other tasks as needed.* Support the feedback and collaboration loops across the ERA technical components, ensuring effective knowledge sharing and real time coordination of information gathered, and impact of activities implemented as designated by the COP/CTO * Identifies issues or potential risks and makes informed decisions on how to address the issues, consulting with respective subject matter experts, and communicating, when appropriate as designated by the COP/CTO.* Performs all tasks and responsibilities demonstrating behaviors associated with Chemonics? values and competencies.* Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation and exceeding expectations.* Performs other duties and responsibilities as required. -LOCATION OF ASSIGNMENTThis assignment is to be conducted in Amman, Jordan or can be conducted remotely at the consultant?s home of record. -REPORTINGThe position will directly report to the Chief of Party and Chief Technical Officer and/or their designees. -QUALIFICATIONS AND KEY COMPETENCIES* Bachelors degree in economics, political sciences, management, business administration, or other related fields.* A minimum of 6 years of project management and/or compliance experience.* Experience in proofreading, editing reports and copywriting.* Experience working with USAID, or an international development organization is preferred.* Demonstrated ability to interact regularly and professionally with project staff, donor, government staff, municipal leaders and private sector partners.* Excellent interpersonal and communications skills, including demonstrated ability to effectively work in a team* Proven ability to work well in a multi-cultural setting, independently and as part of an integrated team, and to facilitate coordination among the communications team and other project staff.* Strong computer skills; proficient in Microsoft Office package. Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.* Exceptional English speaking and writing skills.* Demonstrated experience in scope development, concept design, and project management focused on ensuring that procurement, finance, logistics, and programmatic aspects are being implemented on-time and in accordance with the specifications of the approved activity.* Familiarity with donor contract and grants management policies and procedures is desirable, but experience with other donor funded projects will be accepted.* Ability to work with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.
