Based on the concept of equality of opportunity, the Bank measures the extent to which economic institutions, markets and education systems extend economic opportunities to individuals regardless of their specific circumstances, such as their place of birth, gender or, with regard to young adults, social background.Jordan is characterised by ?large? youth inclusion gaps in terms of employment opportunities for youth. Youth unemployment and Not in Education, Employment or Training (NEET) rates in Jordan have risen to 33.6% and 25% respectively and are amongst the highest in the SEMED region, particularly for graduates, where over 75% fail to find employment within one year of completing their studies.The Abdali Urban Regeneration project is one of the EBRD?s projects that successfully introduced work-based learning and employment opportunities for young people in Jordan. The Abdali Mall, located in Amman, Jordan, benefited from an EBRD approved senior loan and technical assistance in 2o14-2o15. Its training centre, Abdali Mall Recruitment and Training Centre (AMRTC), officially opened in September 2o16 and is actively providing training and career guidance for young people in retail and hospitality sectors in partnership with local vocational schools and job centres. The programme aims to contribute to diminish skills mismatch and high youth unemployment that remain major challenges in Jordan.A local operator for AMRTC was assigned (JEFE) and has been delivering trainings in the various relevant fields. Training and job brokerage programmes at AMRTC were extended for 140 young Syrian refugees in an effort to share the impact of enhanced skills training on young people and increased skills base for the local businesses.Assignment Description:Against this background, the EBRD is now seeking to select a Local Coordinator (the ?Consultant?). This is a consultancy contract, and the contracting entity will be the Bank. The initial contract will be for a period of 18 months. The specific objective is to oversee and support the training delivery at the Abdali Mall Recruitment and Training Centre (AMRTC). In this regards, the Consultant will evaluate training delivery and compile a comprehensive case study.The Consultant will also provide technical and M&E support the G&EI team in Amman on other matter relevant to the mandate of Economic Inclusion and the work that G&EI team are delivering in Jordan. The expected outcome of the Assignment is efficient process for last training sessions for 2o19-20 along with an overall evaluation of the process.The selected Consultant is expected to provide the following services:1. Oversee and support the training delivery at the Abdali Mall Recruitment and Training Centre (AMRTC).EBRD supported the institutionalisation of the AMRTC through curricula design, TOT and establishing internal and external institutional relationships. So far, more than 5oo Syrian refugees were trained in retail and hospitality at the AMRTC. Another training program commenced in October 2o18 with the final training sessions to take place in 2o19 where the Consultant is expected to provide support to ensure that all lessons learned of previous trainings are accounted for.2. Evaluate training delivery and compile a comprehensive case study, conduct desk review and discussions with local operator and beneficiaries to produce a comprehensive and detailed evaluation report of the entire trainings that took place at AMRTC so far.Consultant Selection Procedure: Single stage open competitive selection. Interested individuals are invited to submit a Technical Proposal and a Financial Proposal in the manner described in the submission requirements.Assignment Start Date and Duration: The Assignment is expected to start in late August 2019 and has an estimated overall duration of 18 months.Cost Estimate for the Assignment: EUR 53,000 (exclusive of VAT), inclusive of all fees and expenses.Funding Source: It is anticipated that the contract will be financed by Department of International Development (DFID) - through Inclusion Technical Assistance Framework. Selection and contracting are subject to the availability of funding.Eligibility: There are no eligibility restrictions based on the consultants country of origin.
