• At least 12 years? professional experience in solid waste management sector
• Experience with establishing networks and partnerships

??Experience with and exposure to governmental institutions and international development cooperation

• Experience delivering capacity-building interventions
• Experience in writing reports and documenting meetings (English and Arabic)
• Advisory experience especially with Jordanian institutions as well as public institutions like ministries & municipalities
• Strong social interaction skills: Cooperation with stakeholders and counterparts, Cooperation with representatives of municipalities, Cooperation with international donors and organizations
• Good communication and cooperation skills, solution-oriented management skills

?B.?????ResponsibilitiesThe senior technical advisor is responsible for:

• supporting the implementation of ?Waste to Positive Energy in Jordan?
• the development of an integrated recycling system jointly with partner municipalities
• the implementation of pilot projects for collecting and sorting of recyclables in 9 municipalities and 2 refugee camps
• the development of a specific marketing of collected recyclables
• ensuring the technical assistance and expertise needed for the proper operation during the pilot phase such as to development of operational plans, SOPs, know-how transfer, capacity building and training programs, improving skills and experience of the local partners
• coordination and implementation of the project activities with related partner institutions, including progress, effectiveness, impact and sustainability according to GIZ rules & regulations
• supporting the project management using GIZ?s management model ?Capacity Works? in planning and updating of municipal concepts and pilot plants
• contributing to the monitoring system of the program and reporting
• facilitation of the international consultants? missions, field visits of delegations and study tour to Germany
• managing the input of external short-term experts and follow up on the documentation of results
• assisting the project team in writing reports, proposals and minutes
• representing the GIZ in local and international events
• performing any other tasks as requested by the line manager

?C.?????Tasks1.??????Advising the partner institution(s)The senior technical advisor

• develops and assists the development and implementation of project plans and activities in close consultation with project manager and partners
• designs, prepares and implements workshops, seminars and other events on issues connected with the project?s area of activity
• develops routing system for recyclables collection
• develops models for cost estimation of municipal recycling schemes
• develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• implements daily operational aspects of all issues related to the project
• prepares ToRs for local and international consultants
• Prepares procurement plans and relevant tech specs
• Supports partner municipalities in maintenance works of the sorting stations
• actively supports the preparation and implementation of local and international tenders
• develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures

??represents the interests and always acts on behalf of GIZ

• take over other relevant tasks upon the request of direct superior
• regularly checks the changes in relevant GIZ Orientation and Regulations Tool (O+R)

2.??????Networking and cooperation The senior technical advisor??supports cooperation, regular contact and dialogue with partner institutions and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships??communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project ??follows up on country-wide network of stakeholders for recycling in Jordan??assists in PR work3.??????Knowledge managementThe senior technical advisor

• ensures knowledge transfer within GIZ
• develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• draws up reports and presentations
• prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project manager and GIZ Head Office
• compiles and supervises training courses within the project scope
• assists in research activities and studies

4.??????Coordination tasksThe senior technical advisor

• assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
• compiles the relevant information for joint activities and assignments
• handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)?
