Number: 151455 Years of Experience 5 - 16Senior MEL Officer and Requirements The Senior Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project in addition to sharing periodic MEL products through written documentation and verbal presentations.Job Function/ Description:* Develop, manage, and continuously improve all monitoring and evaluation systems, tools and procedures to capture and report on all project deliverables.* Assist in identifying strengths and weaknesses in existing data collection and management systems and propose solutions for the new designs, tools, and questionnaires.* Devise and put in place, additional methods for verifying program activities by visit, spot checks, follow-up with beneficiaries, pictures, etc.* Monitor and manage assessments and reporting requirements in coordination with the project team and contribute to the development of assessment reports, progress reports, internal weekly reports, monthly, quarterly, periodic and other ad-hoc requests based on the need.* Provide technical advice to the program staff based on the indicators and reports collected for sustainability and right course of action.* Assists program team with grants verification and quality assurance.* Ensure that donor queries are addressed in an accurate and timely manner.* Deliver M&E training and technical assistance to staff and volunteers to ensure the quality of their reporting.* Work closely with key technical and program staff to ensure that all activities and outputs are linked to objectives as indicated in the proposals and projects.*Conduct weekly follow up meetings with HO MEL Director and staff to ensure close coordination.* Any other duties assigned by the direct supervisor.Required Education & Experience:* Bachelor degree in a relevant field, Masters degree is preferred.* Minimum of 5 years of experience in the Monitoring and evaluation field.* Experience in working with UN, USAID , GIZ, AFD and other international funded programs.* Experience working in host communities and camps and working with refugee population in Jordan.Skills Required:* Analytical mind and attention to details.* Familiarity with systems of knowledge management.* Strong written and verbal communication skills; an ability to translate, organize, and present ideas in a concise and logical format including proven ability to summarize lengthy and complex information into short and simple language.* Strong web management skills, including using content management systems, search engine optimization, and analytical.* Strong data collection, analysis, and report writing skills required.* Ability to work under pressure and with minimal supervision.* A proven self-motivated individual capable of working with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.* Working knowledge of ODK, C-More and RAIS systems.* Fluency in English and Arabic.
