Nutrition), WASH, Education and Economic Opportunity.POSITION SUMMARY:The Awards and Partnership Sr. Officer is involved in program proposal development, donor reporting, award information management, and partnership/sub-grantee coordination.. The Awards and Partnership Sr. Officer also supports programmatic and budgetary monitoring, compliance with donors, and internal RI rules and regulations. The Awards and Partnership Sr. Officer will drive key Awards Management processes within the country program by working closely with the program/technical teams. This position report to RIs Deputy Country Director Programs and coordinates closely with the regional Awards Management Unit (AMU)Essential Duties and Responsibilities:Proposal Development* Coordinate program development activities, including internal Go No Go process and documentation.* Support program staff teams in the development of quality by developing and distributing workplans and following up on timelines and deliverables.* Liaise with AMU to ensure that new proposals are donor compliant.Awards & Compliance* Drive the standard Awards Management process in country such as leading Grant Opening and Closing meetings and monthly grants review meetings that include representation from each unit (finance, programs, MEAL, HR, and operations) and ensure proper follow-up of issues raised.* Facilitate grant review meetings and monitor and support the use of grants management tools such as Budget versus Actuals (BvAs), procurement planning, hire planning and activity plans amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles.* Support in facilitating donors different spot-check and verification missions, review management response and advise on donor special languages and precautions to mitigate potential risks.* Work closely with AMU and Regional Awards Team on all key compliance issues, address donor different requests and support in running different type of country training and regional relevant calls.Information management/data collection* To distribute and share with all RI staff copies of all documentation (grant proposals, reports, budget etc.) related to their specific programs. Ensure comprehensive Awards files are maintained up to date and are available for use.* Coordinate with communications and reporting function to maintain the country Awards Matrix up to date and share it with AMU on a monthly basisPartnership Management* Ensure partners are trained and follow RIs policies and procedures for the project duration, upholding RIs key policies and principles as a humanitarian organization.* Ensure that RI Due-Diligence SOP, Tools and best practices are embedded and applied through the partnership cycle.* Support development of partner organizational capacity assessments (OCA) by a multi-disciplinary team and follow up its implementation.* Draft New partnership/sub-award agreements using RIs standard templates and advise country office team on proper contracting modality for the different type of partnership engagements.Training and Capacity-Building* Ensure that all staff are aware of and integrate the RI program framework into all programs.Qualifications and Requirements:* Masters degree in relevant field* At least 4 years of international work experience in relief or development programs* Excellent oral and written reporting skills and demonstrated ability to write and edit reports under deadline pressure.* Working knowledge of budget development and management* Experience in Awards and partnership management fields are preferred* Experience working in a multi-cultural setting* Competence with Windows, Microsoft Office* Ability to work in unstable security environments* Previous experience working with international partners, in particular USAID/BHA, UNICEF, UNOCHA, WFP, UNHCR, and ECHO* Fluent written and spoken English required.
