Number: 152037 Years of Experience 7 - 16Public Finance and Administration Advisor and Requirements TheImproved Governance to Support Jordanian Reform Projectsproject in Jordan is seeking aPublic Finance and Administration Advisor on full-time base employment as per the below job profile.Number of vacant Positions: 2Qualifications and specialist knowledge* Masters Degree in an area that is related to the project objectives, e.g. in administration, political science, finance, or similar* at least 7 years professional experience in the field of public administration reform* knowledge of funding and financing instruments of Development Co-operation institutions, prior professional experience in International and Development Co-operation as an asset* prior professional experience with or within the Jordanian public administration as an asset* very good working knowledge of ITC technologies (related software, email, the internet) and computer applications (e.g. MS Office)* proven skills to work in an intercultural context* Skills and good understanding of building capacities in the partner systems* business fluency (spoken and written) in Arabic and English. German language skills are an advantage.* willingness to upskill as required by the tasks to be performed corresponding measures are agreed with managementCore tasksIn your role you are responsible for the technical, substantive, and organisational implementation of a projects measures, and activities. In consultation with your line manager, you also assume tasks related to planning, steering, and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commissions outcomes. In addition, you contribute to the conceptual design of the project, in particular its modification or realignment as required You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners, and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company. In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. In consultation with your line manager, under your role you may assume management responsibility for staff members in band 1, with due regard for P+R and GIZs applicable HR policies, instruments, and procedures. You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks. You perform the tasks assigned to you by your line manager, where required.Main activitiesThe advisor is responsible for * the technical, content-related, and organizational implementation of measures and activities of the project* any two of the following areas of responsibility upon agreement within the team and with the line manager: + following up on the activities of a community of practices on public administration reform with the respective implementing partners and consultants+ managing a facility to support small-scale interventions across all fields of public administration but with a specific focus on service delivery to citizens+ following up on the establishment and implementation of competency-based staff profiles with the respective consultants and the Civil Service Bureau+ following up on the implementation of Regulatory/Policy Impact Assessments, the establishment of a network of providers of such impact assessments, and the provision of capacity building measures on this topic with the respective implementing partners and consultants; * managing other areas of responsibility that forms part of the project objectives, team agreements, and/or agreements with the superior* assisting in planning and monitoring of the project* assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups* innovation and knowledge managementAbout the projectOn behalf of the German Federal Ministry for Economic Co-operation and Development and as part of overarching reform programmes, GIZ supports the Jordanian Government in its efforts to enhance effectiveness and responsiveness to citizens needs within the public administration. The project Improved Governance to support Jordanian Reform Projects will work in three areas of public administration reform (PAR): - PAR Strategy Development and Service Delivery to Citizens- Evidence-based policy-making and policy/regulatory impact assessment- Human Resources Management in the Public Administration. The political partner of the project is the Prime Ministers Office of Jordan.
