In addition, the individual will play a major role in pipeline management, donor compliance, as well as developing high quality approaches and systems. The Proposal Development Manager will work closely with function/department leads and other senior staff, ensuring effective donor/member communications and awards cycle management. The individual will contribute to the coordination role across the Save the Children global network to support the Director of Programs with new business development, and liaison with donors and SC member offices to identify funding gaps and opportunities. Fluency and excellent writing skills in English is a must.KEY AREAS OF ACCOUNTABILITY:Proposal / concept notes / Reports:* Lead on development of concept notes and proposals, ensuring consultation with technical staff, field operation teams, Monitoring, Evaluation, Accountability and Learning (MEAL) team, and support services (HR and finance) as well as relevant partner organizations.* Work closely with technical leads in-country and with Save the Children members internationally to develop concept notes to seek funds for specific thematic programs; and ensure dissemination with potential institutional and corporate donors.* Work with the MEAL team to design appropriate logical frameworks for new programs.* Ensure the production of high quality and timely reports that accurately reflect the impact achieved and lessons learnt during the implementation of an award. This includes leading on report submissions in it?s entirely to donors in coordination with the Compliance Officer.Award Management:* Together with the Director of Programs, build and maintain relationships with the local representatives of donor organizations, local ministries, and award management staff of similar organizations.* Ensure that award management systems and processes are implemented across the Awards Management Unit while supporting effective management of the funding portfolio and donor compliance.* Leads on compliance aspect during the implementation of an award (indicators are set realistically, objective and results framed with enough flexibility).* Support the finance team on master budget development, cost allocation, monitoring of award budgets, phasing, and forecasting.* Lead on monthly BVA meetings with the finance team and the budget holders.* Lead on governmental approval for SCJ awards with MOPIC and MOSD.* Updating and disseminating awards tracker on a regular basis.* Updating the portfolio analysis for SC J or regular basis.* Maintain effective communications with Save the Children members, providing them with timely updates on their awards and promptly flagging potential issues.* Ensure that all opportunities, proposals, contracts and amendments with donors are processed and approved through AMS and the system is an accurate reflection of current award status at all times.* Ensure all partners and sub-award agreements are input into AMS.* Ensure that all adequate attachments appear on AMS and are retained as part of the award audit trail.Donor Compliance:* Support all functions to ensure donor requirements are understood and complied with for the implementation and reporting parts for all awards.* Ensure that all appropriate donor formats and templates are available and that key contributing staff have a clear understanding of donor requirements and expectations at the proposal, kick off, amendment, reporting, and close out stage of all awards.* Ensure potential issues and amendment requests are flagged promptly to donors via the relevant Save the Children member.
