The armed conflict in Syria has resulted in humanitarian and development consequences well beyond Syrian borders. Over 5.5 million Syrians have taken refuge in neighbouring countries, including Lebanon, Jordan, Turkey, Iraq and Egypt. As of 28 February 2022, 673,957 Syrian refugees are registered with UNHCR in Jordan 81% of which live outside camps. Jordan also hosts 88,397 refugees from other countries than Syria, including Iraq, Yemen, Sudan and Somalia. In Jordan, the protracted nature of the Syria crisis has taken a toll on refugees and host communities alike, depleting personal savings and assets, straining local service provision and exacerbating vulnerabilities. While Syrian refugees and refugees of other nationalities continue to require access to international protection and asylum, they also face a range of interlinked protection risks in host countries. The socio-economic consequences of the COVID-19 pandemic have further exacerbated pre-existing protection risks and increased vulnerabilities, especially for women and girls, older persons and persons living with disabilities. In Jordan, protracted displacement compounded by the socio-economic impacts of COVID-19 has also increased GBV risks and exposure for women and girls, who comprise half of the registered Syrian refugee population in the country. Under the direct supervision of the Protection Officer and overall supervision of the Programme Manager, the successful candidate will be responsible for supporting the implementation of IOMs protection activities, including protection case management services to vulnerable refugees living in remote locations across Jordan as follows:Core Functions / Responsibilities:- Following up directly with vulnerable refugees in need of protection case management services due to multiple and/or complex vulnerabilities impacting their protection situation.- Assisting with the assessment of the needs, protection situation and eligibility of refugees for case management services through regular field visits in remote locations across Jordan, using relevant forms and assessment tools.- Supporting the Protection Officer in implementing case management interventions to support eligible refugees in a safe and timely manner, including but not limited to internal and external referrals to address identified needs, protection information dissemination sessions, and accompaniment to facilitate access to services, when required.- Assisting the Protection Officer in maintaining regular coordination and follow up on cases with other IOM units and external actors when required, preparing case reports and relevant documents and contributing to disseminate clear information on IOMs activities and existing referral pathways.- Collecting and entering relevant data on refugees supported with protection case management in relevant tools and database systems in a systematic and consistent manner to facilitate tracking and reporting.- Assisting the Emergency Response Unit with other tasks and data collection activities implying direct contact with beneficiaries, upon request, including but not limited to translations, visits to the field, ATM cards deliveries, beneficiary escorts upon movements, PDM interviews for IOMs monthly cash assistance programme for basic needs, key informant interviews (KIIs) and the verification of monthly cash assistance beneficiaries.- Assisting with other tasks, as neededEducation and Experience* University degree in development studies, political sciences, social sciences, gender studies, law, human rights or other relevant field from an accredited academic institution with minimum 2 years of relevant professional experience or;* Completed Secondary School Diploma with at least four years of relevant working experience.* Certificate in IT/Data entry is an advantage.* Experience in working on protection issues, including working in direct contact with vulnerable refugees.* Previous experience in providing case-management responses to refugees is highly desirable.* Overall understanding of the protection sector in Jordan, and knowledge of key principles applying to safe referrals processes.* Knowledge of the Syria refugee crisis and understanding of issues related to refugees and their host communities in Jordan is an advantage.SKILLS* Advanced computer skills and literacy (MS Word, Excel, Power Point).Languages: Fluency in English and Arabic oral & written is requiredRequired CompetenciesThe incumbent is expected to demonstrate the following values and competencies: Values: * Inclusion and respect for diversity respects and promotes individual and cultural differences; encourages diversity and inclusion wherever possible.* Integrity and transparency maintains high ethical standards and acts in a manner consistent with organizational principles/rules and standards of conduct.* Professionalism demonstrates ability to work in a composed, competent and committed manner and exercises careful judgment in meeting day-to-day challenges.
