Job Description

ORGANIZATIONAL CONTEXTIn response to this large number of Syrian refugees, WFP currently provides general food assistance (GFA) through Cash-based Transfers (CBT) to almost 500,000 UNHCR-registered Syrian and Non-Syrian refugees in Jordan. The implementation of the CBT programming is supported by substantial analytical effort, including regular vulnerability assessments of Syrian refugees, market and financial assessments, cost efficiency and effectiveness analysis, targeting and validation exercises and continued monitoring and evaluation. As the Syrian conflict persists, effort is underway to strengthen the quality of the existing CBT programming, also in view of the continuation of crisis response assistance to Refugees. Joint cash programming opportunities and implementation of innovative unrestricted cash programming with a focus on financial inclusion are being piloted for future scale-up.JOB PURPOSECBT Unit requests to hire a Programme Associate for the CBT Delivery Unit. The Staff Member will be responsible to contribute to the work on cash transfers, digital payments enrolment, payments systems developments/upgrades.KEY ACCOUNTABILITIES (not all-inclusive)

  1. In consultation with Country Office and Field Office, contribute on designing and supportingimplementation of CBT programs;
  2. Provide technical support and guidance to WFP Field Office and Cooperating Partners (CPs) onCBT implementation and documentation;
  3. Contribute to the Country Office?s efforts regarding analysis, learning and strategy around cashbased transfers; further strengthen the analysis of the impact and effectiveness of cash-basedprogrammed for beneficiaries and the market;
  4. Perform monthly regular and ad-hoc beneficiaries enrollment analysis inline with the countryoffice SOPs and guidelines
  5. Contribute to providing strategic technical advice for CBT operations in Jordan includingcontributing to the development and implementation of new delivery models (e.g. mobilemoney);
  6. Ensure that CBT Unit is in compliance with WFP policies, criteria, procedures and OperationalGuidance Manuals.
  7. Contribute to project documents (e.g. SOPs) and project revisions through the entire approvalprocess from inception to approval;
  8. Support in the development of new data analysis tools and definition of business requirements for CBT tools;
  9. With the support of Country Offices colleagues, contribute to case management processes,ensuring all CBT related issues are appropriately addressed and action is taken;
  10. Act as a focal point for the CBT delivery team with CFM channels (Call Centre and Helpdesks)
  11. Assist in monitoring the implementation of plans for scaling-up CBT activities, perform accurateand timely recording/compilation of data and support analysis, and prepare periodic reports onthe progress of CBT operational projects (e.g. Programme status, performance, challenges andopportunities) to support operational decision making;
  12. Supporting the Programme Policy Officer with external coordination regarding cash-basedactivities with humanitarian and cooperating partners (including drafting of documents andtranslations);
  13. Provide inputs for all internal and external reports (including Situation Reports (Sit-Reps, donorreports etc.);
  14. Actively contribute to improvements in CBT corporate tools standard operating procedures bysharing lessons learnt;
  15. Other duties if required
