The programme will be implemented through a partnership with Syrian local organizations in Nortwest Syria and will be managed remotely from the Amman office, Jordan.*General Position Summary* Mercy Corps Syria is driven by the belief that profound partnership with Syrian communities is fundamental to the transition from survival to productivity and self-reliance. Catalysing Community Resilience in Northern Syria (CCRNS) Program presents a Water, Sanitation and Hygiene (WASH) and Food Security and Livelihood (FSL) programme using Mercy Corps? CATALYSE approach (Communities Acting Together to Advance Linkages Yielding Social Engagement) , which puts communities at the centre of programme development and implementation, and supports the creation of an enabling environment and opportunities that deliver long-term benefits, for those we work with. The (CCRNS) FSL Program Officer?s role, under the supervision of the Peace and Conflict / Social Cohesion Program Manager, is to support the management of Mercy Corps Nortwest Catalysing Community Resilience in Northern Syria (CCRNS) Program activities, providing food security and livelihoods assistance to conflict-affected communities, focusing specifically on Nortwest Syria program working remotely from Amman in partnership with Syrian Organizations inside Syria. The position holder will work closely with the broader (CCRNS) project team, Peace and Conflict / Sosial Cohesion Program Manager and Mercy Corps Partners to ensure smooth, efficient and effective implementation of the programme. The (CCRNS) FSL Officer will be responsible for assisting with the implementation of livelihoods activities, in addition to monitoring, capacity development, analysis and reporting. The (CCRNS) FSL Officer will have strong engagement with all aspects of the programme cycle, including assessment, planning, project design, implementation, monitoring, capacity building of local NGO and CSO partners, reporting, and evaluation of the program and preparing periodic reports. The position also involves understanding how the collection of projects fits within Mercy Corps? grant and Mercy Corps wider strategy, with support and guidance from the Program Manager and considering new opportunities for programming.*Essential Job Responsibilities*Sub grants implementation* (CCRNS) program Focal point in supporting partners to design and set up of FSL subwards/projects* Ensure that the partners projects targets are met accordingly to the implementation work plan. This incudes being responsible for the quality of the periodical reports, updates and grants tracking system by ensuring that subawards records are kept up to date* Closely follow the implementation of partner (CCRNS) program activities from the design phase through to implamantation and close out* Coordinate internally with finance, compliance, humanitarian acess and program development teams, ensuring consistent approach to project design implementation and close out* Maintain well organized and consistent filling system and tracking system for all project documentation and information* Supervise monitoring activities to assess the quality and effectiveness of the (CCRNS) program activities, and provide follow up recommendation and solutions where there are problems in implementation.* Help design project frameworks/objectives with local partners/NGOs and ensure taht projects are meeting Mercy Corps set criteria and standards.* Organize and participate in the facilitation of meetings/workshops/trainings to help increase the capacity of staff and implementing partners in planning and implementation of food security and livelihood component under (CCRNS) program.* Support local pratners troughout project life cycle and respond to their requests* Keep day to day with all contextual changes and the impact on current and future projects* Assist in any other task or duty assigned by the supervisorCoordination and Representation* Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission or put the team, assets and mission at risk. * Participate in and support internal office coordination and planning meetings and workshops.* Provide support to the design and development of new proposals where requested. * As required by the supervisor, represent Mercy Corps at cluster meetings, or other coordination fora/meetings.Accountability to Stakeholders:* Ensure that beneficiary communities are adequately informed about programs, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.* Integrate M&E and accountability systems that are compliant with HAP international benchmarks, SPHERE and other relevant standards, as well as to Mercy Corps? and Donors? requirements. * Help with the implementation of a Community Accountability and Response Mechanism* Ensure all activities are gender-sensitive and follow Mercy Corps?
