Project Background?The Jordan Technical Assistance Program (JTAP) is?a five-year?USAID-funded?project aimed at?transforming?the organizational culture and capacity within the Government of Jordan (GoJ) to successfully implement education and youth reforms.??JTAP?is?a?nationwide?activity, supporting a broad range of education and youth stakeholders and?GoJ?counterparts at central-level Ministries, governorate,?and field directorate-level entities, as well as other relevant actors. The two principal counterpart institutions are the?Ministry of Education (MoE)?and the?Ministry of Youth (MoY).???The goal of?JTAP?is to transform the organizational?culture,?technical,?and institutional capacity within the targeted?GoJ?entities?and relevant stakeholders?to successfully?implement education and youth reforms supported by direct USAID investment.?The reforms targeted by this?project?that?will guide its implementation are the?priority?areas?outlined in USAID?s planned?partner government systems (PGS)?agreements with?GoJ?entities, and the?GoJ?s?education and youth strategic plans.??The?organizational culture,?behavior change,?and change management?approaches?will be both?deliberate and?complementary to technical and institutional capacity building interventions.???Position Summary?This job description is for a long-term Organizational Culture?and Behavior Change Director.?The?Organizational?Culture?and Behavior?Change Director?leads?the project?s?culture change?and change management?efforts.?Activities?will take place at the individual, organizational, and systems levels.??The?incumbent?will?be responsible for?providing overall strategic direction to?these?activities, developing?inputs?for?the annual work plan, staffing activities with qualified people, providing?guidance and oversight to?project?staff and consultants that work on specific assignments, and monitoring and evaluating the effectiveness of the?organizational culture change?component.?In general, the?position?will be responsible for ensuring?that TRG?s substantial experience?in?organizational change and?capacity building?is?used where appropriate in designing and implementing activities.?This position is based in?Amman, Jordan.?The?position?will work under the?technical direction of the TRG?home office Change Management/Training Advisor and?the overall supervision of the JTAP Chief of Party.?The position is open to qualified?Jordanian nationals.?Primary Role and Responsibilities?

  • Design and implement individual and institutional capacity assessments?to determine areas of weakness in skills, knowledge, behaviors, and practices?that must be addressed to support successful implementation.??
  • Develop plans?for?addressing the gaps in?culture/behavior and?performance?and integrate these into project work plans.?These plans will include a?gender-sensitive human resource development?plan?or policy reform.?
  • Ensure that all interventions include a behavior change component, as organizational culture change is critical to the success of the project.?
  • Select and prepare staff and consultants for specific assignments.?
  • Assist?subject matter specialists?in the capacity building aspects?of?work plan activities.??
  • Use a training-of-trainers approach to build a cadre of local OD and training consultants to ensure sustainability.?
  • Apply organizational development best practices within targeted?GoJ?entities.?
  • Design and implement a change management program?
  • Monitor and evaluate capacity development efforts and use the results to make adaptations to the?approach,?as necessary.?
  • Design and facilitate?leadership development programs,?retreats, team-building?programs,?and strategic planning initiatives when appropriate.??
  • Carry out?basic?project management tasks including?monitoring budgets and ensuring compliance with contract requirements.?
  • Supervise local staff?including?a?Gender?Integration?Specialist, Training Coordinator, Program Associate,?and consultants.?
