FHI 360 seeks a Monitoring, Evaluation, Research and Learning Director based in Jordan supporting an anticipated USAID-funded project aimed to advance womens rights, enhance access to quality protection services, and expand social services to women who are at risk of, or victims of, domestic violence. The Activity will: (1) build human resource capacity for medical, legal, judicial, police, and social work professionals, (2) build institutional capacity of and coordination among a variety of government ministries and CSOs to provide services, and (3) improve legislation, policy framework, and protocols to advance the protection framework and response to violence. This position will be based in Jordan and Jordanian nationals are encouraged to apply. Employment is contingent upon the award of the Himaya activity to FHI 360, as well as USAID approval of the finalist.The MERL Director is responsible for overseeing all project research and Monitoring & Evaluation (M&E) activities, including design and implementation in close collaboration with other project teams. The MERL Director will work collaboratively with other team members to build understanding of tools, and ensure data is correctly collected, analyzed, disseminated, and used by relevant stakeholders. S/he is responsible for the design of surveys and analytical products, as well as for analyzing data against key indicators, including identifying key project learnings and informing necessary adaptations to achieve project goals and preparing all reports required by USAID and for project internal purposes. S/he is responsible for developing tools and building the capacity of subawardees and other project beneficiaries who will utilize data and report to the project for M&E purposes. The MERL Director will also lead the projects Knowledge Management functions and serve as the projects Collaboration, Learning and Adaptation (CLA) lead. S/he will be a senior member of the project management team and be responsible, along with the Chief of Party, for overall technical quality of the project. The MERL Director will supervise the M&E team.The position will be resident-based in Amman, Jordan.
