Job Description

Monitoring, Evaluation, and Learning (MEL) Specialist Project DescriptionDeloitte is implementing USAID?s Energy Sector Support Activity (ESSA), an innovative and timely approach to improving sector sustainability and self-reliance through market-focused change across Jordan?s energy landscape. In keeping with ESSA?s comprehensive and market-orientated mandate, and in support of strategic goals established by the Government of Jordan, Deloitte will leverage the power of the private sector to catalyze the technical, operational, and managerial changes needed to transition Jordan?s energy sector towards a more-resilient future. By working with public and private stakeholders to identify key reforms and helping Government of Jordan counterparts create the associated tools and processes needed to implement them, Deloitte will seek to strengthen and improve the sustainability of Jordan?s energy sector.Role and ResponsibilitiesThe Monitoring, Evaluation, and Learning (MEL) Specialist is responsible for the implementation of all aspects of the ESSA MEL Plan. As directed by the Chief of Party or her designee, the Employee shall perform. oversee, and support the performance of the following specific tasks:

  • Indicator Data Collection, Verification, and Management
  • Develop and maintain a database containing all indicator data for the project by activity and in alignment with the components of the MEL Plan
  • Collect, verify, and disaggregate indicator data from all project activities
  • Attend major project events for data collection
  • Maintain version control over MEL Plan document
  • Maintain change log of MEL document
  • Alignment of Project Activities to MEL Plan
  • Support the alignment of all Work Plan activities to Performance Indicator, Targets, and Expected Results in the MEL Plan
  • Assist in setting targets and collection indicator data for all activities
  • Assist in revising the MEL and Annual Work Plans to fit the projects priorities and targets
  • Communicate with a team of subcontractors, long-term, and short-term consultants and subcontractors working to report on activities and indicators for each technical activity
  • MEL Reporting
  • Report on progress against indicators and results to technical teams and to USAID as requested
  • Prepare sections of quarterly and annual reports relevant to progress against MEL Plan
  • As needed, alert Outcome Leads and Chief of Party on data quality issues or progress against targets and propose solutions for reaching or amending at-risk issues
The reporting structure is TBD.LocationThe primary place of performance for these activities will be in Amman, Jordan.
