Mercy Corps? long-term presence in Jordan has provided the organization with a deep-rooted understanding of the fluid dynamics within the country, as well as the needs of the Syrian and Jordanian communities working to live together, securely, and productively. To address the influx of refugees, Mercy Corps launched the ISHRAK program, which is a collection of distinct but complementary interventions providing psychosocial support (PSS) to fortify bonds between family members in stressful situations. All initiatives under the ISHRAK program are oriented towards improving the life of refugee children, whether that is through direct engagement and strengthening the immediate family or working within the broader community. These interventions have been adapted as needed for the current context in refugee camps, including adapting to COVID-19 restrictions and community needs. ISHRAK activities are designed to spark creativity, build confidence, skills and positive relationships between children and family members, while also ensuring that Syrian refugee young people have a connection to their homeland that is a source of pride and strength. Since its start in 2012, Mercy Corps has leveraged the funds for expansion both programmatically and geographically, targeting a larger number, nearly 15,000 of Syrian refugees in both Azraq and Za?atari camps. The continued generous support from donors has enabled Mercy Corps to promote behavior change strategies that reaffirm positive family connections and relations, improving the wellbeing of all members, including both caregivers and youth, that transcends throughout the community. Mercy Corps recognizes that behavior change occurs over a long duration and is constantly seeking alternative methods and tactics to integrate behavior change approaches that reduce tension and stress to promote safe spaces for youth to express themselves and engage with the wider community.General Position SummaryThe Monitoring, Evaluation, and Learning coordinator will lead the implementation of Ishrak Program.S/he will work with the project team to conduct regular monitoring and evaluation (MEL) of the project activities. The MEL coordinator will lead in implementing the existing MEL system in the project, data collection and reporting. Additionally, the MEL coordinator will support the project team in making proper documentation and filing (in the MC centers in both camps) to ensure the project is following the minimum standards set out in the agreement. The MEL coordinator will report directly to the Project Manager but will work closely with MEL Advisor and other project team membersEssential Duties and Responsibilities:Monitoring, Evaluation, and Learning:Lead development of systematic and realistic monitoring plan that captures quantitative and qualitative data to report on program indicators * Update the developed MEL plan, plan and conduct quarterly learning reviews, final internal performance review and Data Quality Assessments (DQAs)* Report and update MEL results on TOLA regularly.* Assist in organizing and maintaining filing for the project in accordance with Mercy Corps Program Management Minimum Standards* Ensure compliance with relevant Mercy Corps New MEL policy and donor policies and regulations* Support in building the capacity of project team on the data collection and management, analysis, reporting techniques and requirements for relevant donors through arranging structured training and providing continuous on-the-job training. * Ensure effective implementation of the complaints process and mechanisms and train the project team on their utilization* Ensure adherence to participants data protection protocols.* Actively participate in Jordan MEL community of practice and support other MEL teams where needed.* Develop monthly progress reports on Ishrak activities and achievements* Contribute to the donor and external reporting* Contribute to the proposal development process through the development of ToC and LF* Other duties as assigned.Data collectionData for project Monitoring* Develop data collection tools and instruments ? including digitized data collection methods i.e. ODK collect using XLS forms* Update and maintain a comprehensive and updated database for the project* Handle, maintain and troubleshoot data collection issues that arise in the field* Record completed data entry forms and requests as needed.* Keep up to date with the latest technologies to facilitate data-driven programmatic decision-making and program quality assurance.* Lead on collecting, compiling, and disseminating project team field reports or progress reports on a regular basis* Utilize proper technologies to enable greater information sharing, and generate visual insight reports to improve MEL outcomesSECURITY Observe the guidelines provided by the Ministry of Health regarding COVID-19 Ensure compliance with security procedures and policies as determined by country leadership.
