Consultant and RequirementsBackground:Save the Children Jordan (SC Jordan) is a national NGO registered with the Ministry of Social Development and active since 1974. SC Jordan is developing, implementing, and sustaining a continuum of highly successful nexus programs targeting children, youth, women and their families, regardless of nationality. SC Jordan applies a holistic approach when designing scalable and sustainable programs in child protection, education, livelihoods & food security, and health & nutrition. The ?Work: No Child?s Business? (WNCB) alliance (SCJ and UNICEF) aims at ensuring that children and youth are free from child labor (CL) and enjoy their rights to quality education and (future) decent work in six countries with a high prevalence of CL in Jordan. Social, gender norms and traditions, social exclusion, and discrimination as well as a poor functioning education system, are key reasons why children are working and not attending school. The covid-19 pandemic has further deteriorated the already difficult contexts, with schools closed during lockdowns, household income corroded and child labor becoming part of the coping strategy at household level. The project has identified three key outcomes at country level to ensure that children and youth are free from child labor and enjoy their rights to quality education as well as (future) decent work: * Outcome 1a: Children are empowered to pursue an education and (future) employability within a supportive family and community environment.* Outcome 1b: Increased enrolment and retention in quality formal education or if relevant, bridge schooling, and improved access to youth employment.* Outcome 2: Governments enforce relevant child-rights based laws and implement policies on child labor, education, youth economic empowerment, and social security.* Outcome 3: Private sector takes full responsibility for preventing and addressing child labor. In 2020, a baseline survey was conducted by SCJ and UNICEF to collect data on the pre-project situation of child labor in Amman, Zaatari camp and Russifa.Objective:The WNCB country team in Jordan consisting of UNICEF Jordan, Save the Children Jordan, and their respective implementing partners, requires better understanding the effects of the WNCB program interventions in the targeted areas (East Amman, Rusifa, and Zaatari camp), and uses a multitude of methods to assess relevant changes and impact. A mid-term assessment is needed to provide relevant quantitative and qualitative data to measure against the Key Performance Indicators (KPIs) and other relevant indicators that will examine the program?s relevance, effectiveness, efficiency, and impact (if any) halfway into the program?s implementation Through the KPIs of the WNCB program at the mid-term, our main objective aims to identify progress to date by comparing midline to baseline values; to determine if there are remarkable changes to be observed. As well as, assess the status of child labor and conditions enabling child.Specific objectives of this assignment are:1. To establish mid-term values for the projects KPIs by collecting relevant data within the project implementing project, including the filling of the project Indicator Performance Tracking Table (IPTT) with data disaggregated by gender and age group; 2. To identify progress to date by comparing the mid-term data to baseline data; 3. To identify the status of children engaged in child labor in Jordan generally and who registered in our program, to determine the percentage of children working in each sector.Scope of Work:The consultant is responsible for conducting this Midterm Review. This will include: * Reviewing available secondary data/reports and relevant project documents;* Refining assessment tools; pre-test assessment tools; * Developing sampling methodology; * Recruiting and training enumerators;* Oversee data collection for all indicators in the MTR; * Oversee quality control to ensure timing is respected and quality standards are met;* Analyzing data based on prior analysis plan;* Developing an MTR report and info-graphic key findings;* Presenting assessment methodology and findings to Save the Children, and relevant partners and stakeholders.Key Deliverables:* Inception report in English.* Finalization of Assessment and Pretest tools.* Responsible for train the enumerator on the tools * Responsible for the data collection. * Fill Indicator Performance Tracking Table * Provide the raw data and analysis.* Facilitate a validation workshop to share preliminary findings with SC team and stakeholders and discuss to finalize the report.* Final report with background, methodology, key findings with info-graphics, and recommendations; PowerPoint presentation of assessment findingsRequirements and Experience:The consultant(s) will be selected on the basis of their proven experience, qualifications and ability to deliver a quality product in a timely and efficient manner.
