Job Description

This EU funded Project in Jordan requires an enthusiastic, confident and self-motivated person to act as a Local Expert on developing legislation that will support the operations of the MoSD for an initial period of 6 months. The project is based in Amman. The global objective of the project is to contribute to support social sector reforms and the development of an equitable and inclusive society in Jordan through the improvement and modernisation of the social protection system. N.B. Those either currently employed by MoSD or who were employed by MoSD within the past 6 months will be ineligible to apply for this position.This Legislation Expert will report to the NI-CO Component Lead and will provide professional support to the local project team and the Ministry of Social Development (MoSD) of Jordan. The Legislation Expert will scope and review existing legislation as it relates to the duties, functions, responsibilities and statutory functions of the MoSD.In line with the intention of the MoSD to reform legislation to address clearly and precisely the duties and functions of the MoSD that will provide a clear understanding for all, including the public, of the full range of responsibilities of the Ministry and how these will be discharged in future.The Legislation Expert will be expected to positively contribute in progressing the objective of professionalising social work across Jordan. The Legislation Expert will also work to support the project along with the NI-CO resident Component Lead.A key measure of success will be the establishment of a comprehensive legislative framework to support social protection services across Jordan.ESSENTIAL SKILLS / EXPERIENCE

• Minimum BA degree in Law
• Minimum 10 years? experience of working in legal services
• Experience of developing legislation in Jordan
• Understanding legislation; By-laws and regulations that apply in Jordan
• Good organizational and planning skills
• Ability to work as a team member
• Self-motivated to achieve results.

• Support the resident Component Lead and project in meeting the objectives contained in the DoA for the project as they relate to the professionalisation of social work
• Provide local knowledge of legislation as it is applied in Jordan
• Scope existing legislation that will be impacted on by the development of new legislation
• Provide logistical support to consultation initiatives developed as part of the project
• Support the processes of legislation development and review
• Provide an overview of documentation produced ? consultation materials; guidance; policies and procedures etc. ? derived from the project, providing a critical review of these to ensure they are fit for purpose in Jordan
• Critically evaluate and support work undertaken as part of the Project.
• Develop a clear draft legislation for the MoSD.

• The contract offered is on a 6 - month basis for a minimum of 3 days per week either as an independent consultant or secondee (should more days per week be required this will be negotiated and agreed with the Component Lead). This will be reviewed after 6 months.
• Where the Local Expert is required to attend workshops/ meetings etc. outside of Amman and to stay overnight/s then appropriate expenses will be paid.
