Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan?s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.Position Summary:TAP is seeking applicants for a one-year embedded Institutional Development Specialist with the possibility of extension. The position will be based at the Ministry of Youth (MoY) Institutional Development Directorate (IDD). TAP anticipates the embedded specialist will operationalize the IDD at MoY and support the development and implementation of a comprehensive Quality Management System (QMS) to improve the Ministry?s quality of services for key internal and external stakeholder.Position Responsibilities:Providing technical assistance and embedded support to strengthen the overall Institutional Development functions and frameworks across the MoY through the following: * Support the MOY in developing a framework for the IDD including identifying mandates for the department and its sections, key functions, and processes.* Develop an action plan to fill the gaps identified as a result of the analysis conducted and assessments such but not limited to TAP situation analysis, self-assessment report of the Ministry and other assessment reports.* Develop proposals for strategies, guides, methodologies, Standard Operating Procedures (SOPs), work instructions and forms needed to standardize and streamline the internal processes for MOY?s directorates including IDD, HR, Financial Affairs & Procurement, Monitoring and evaluation Unit, Internal Control, Engineering and Agricultural Affairs, IT and Media & Communication.* Support the implementation and operationalization of relevant IDD functions such as but not limited to managing the development of the Strategic Plan and regular reviews, risk management, knowledge, and social responsibility. Provide technical assistance in maintaining the quality management system.* Review the annual work plans of the IDD and other departments to ensure its alignment with the MOY?s Institutional Strategic Plan 2021-2024 and the Jordan National Youth Strategy 2019-2025.* Prepare the required documentation such as process maps and flow charts for all identified processes in coordination with the process owners.* Develop key performance indicators (KPIs) for the key processes to ensure the effectiveness and efficiency of those processes. Ensure availability of proper documentation and monitoring mechanisms as required to validate consistent and predictable results.* Prepare the required reports, tools, results, and measures such as key business results, citizen/customer, employee, process, society results.* Develop the capacity of MOY staff in IDD related areas such as quality principles, continuous improvement, process management including process identification, process key performance indicators, process mapping and the developed SOPs.* Provide job shadowing, coaching, and on-the-job support to the t MoY staff.* Support TAP and its partners as a liaison with MoY staff to ensure complementarity of efforts with other stakeholders and donors supporting MoY.* Facilitate consultations, meetings, and reporting between MoY and TAP.* Provide regular briefs and updates to the TAP team.Key Working Relationships:* This position will administratively and technically report to TAP?s Institutional Development and Automation Specialist and part of TAP?s Systems Strengthening and Policy Reform Team.* This position will coordinate with the head of the IDD at MoY.* This position will closely work with all MoY units and directorates to facilitate and support TAP?s work.Required Qualifications:* Bachelor?s Degree in Industrial Engineering, Business or Public Administration, Management Information System, or related field.* At least seven years of demonstrated experience in Institutional Development in public or private institutions.* Solid knowledge and experience of quality management systems, strategic planning, process management and excellence models. Professional certificates in these areas are highly favorable.* Experience in preparing well-written documents such as SOPs, flowcharts, process mapping, KPI analysis and results.* Experience in conducting capacity building, training, and coaching.* Solid demonstrated experience in business process-reengineering and service delivery improvements.* Work experience with international organizations is required. Practical knowledge and experience with government ministries and departments are highly favorable.* Experience in working with the MoY, is highly desirable.* Excellent communication and reporting skills.* Proficiency with relevant computer software programs, especially MS Office.* Proficiency in both Arabic and English languages.
