WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities? performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.Principal Position Objectives, Basic Functions/Critical Tasks:The Institutional Development Manager will Provide technical support in the area of institutional and organizational development, organizational change, government/utility capacity-building, human resources development (HRD), partnerships, and sustainability. S/he will, under the direction of the Institutional Development Team Leader, and in close coordination with the Utility Performance Director, to focus primarily on capacity building and HRD of utility counterparts and facilitate stakeholder-led institutional strengthening activities. S/he will lead work to integrate the internship program and certified training into utility institutional and capacity development plans. S/he provides crosscutting support to institutional development Component tasks as needed.Duties and Responsibilities:The responsibilities for this position include but are not limited to: * Plan and develop institutional and capacity development work with WGA counterparts, in close coordination with relevant WGA technical staff.* Develop HRD and management concept and strategy for the water sector; and supportive action plans for the water utilities to ensure the implementation* Enhance and empower the water organizations and utilities to apply the joint partnerships in the capacity building and HRD activities and cooperation.* Develop certified training activities with utilities, Water Authority of Jordan, Ministry of Water and Irrigation and Jordan Valley Authority staff and professionals, as required, to expand and institutionalize water sector capacity and build on work completed by the OMT program* Support the institutional development TL in creating activity plans for institutional strengthening work, in close coordination with relevant WGA technical staff.* Support the GESI/Youth Manager in the development and implementation of the WGA internship program and support the institutionalization and mainstreaming of gender and youth inclusion policies in the water sector* Supervise technical staff within the Institutional Development Team; the Institutional Development Specialist and STTAs* Performs other tasks as appropriate and as determined by the Institutional Development Team Leader.Knowledge, Skills, and Abilities:* Understanding the reform concept and methodologies * Demonstrated ability to coordinate closely with government staff, effectively managing their expectations, and builds their capacity* Demonstrated ability to work with diverse teams, under pressure and on multidisciplinary activities* Excellent speaking, reading, and writing ability in English is required. Fluency in Arabic required.* Strong written and oral presentation skills.Education and/or Experience* Bachelor?s degree in public administration, business administration, water management, engineering, or government reform. Relevant advanced degree preferred.* At least 8 years of experience in institutional development and capacity building activities. Preferably, 3 years of experience supporting water sector management and capacity building initiatives in Jordan.* Proven experience and knowledge in human resources development and training management.
