Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for?Information Management Senior Officer Work place: ?Amman (75% of the time in the field)Position overview: The senior IM officer work directly under M&E Manager and is expected to support the development of information management systems for the mission, along with support for GIS and paperless surveys (ODK/KOBO). The senior IM officer will also be required to support the MEAL HoD and M&E manager in developing online databases/ platforms to record all types of data and to develop online project, programme, and area dashboards.The senior IM Officer is responsible for the overall day to day information management of the M&E department and will provide support on the day to day information management related issues for the different program teams at different level. The Senior IM officer will also work closely with the grants team to support the automation and compilation of the monthly activity progress reports and other reports. The senior IM officer will be based in Amman, but 75% of the time is expected to be spent in the bases of implementation in Jordan (Currently Irbid and Azraq). Only one day to two days a week is planned to be dedicated to office work in Amman. The position will help ensuring high quality of data and information gathered by the programmes throughout the day to day activities; and support and build capacity of Programmes? staff and M&E staff and at different level at different bases.Responsibilities:1)?Develop, establish, and maintain a centralized, systematic, and integrated Information Management System (IMS) whereby relevant project information, data, and learning from programs is accessible and capitalized on? In collaboration with programs? teams and other MEAL staff, support the establishment and development of a centralized information management systems/ platforms designed to Action Against Hunger?s resources and portfolio in order to support with monitoring, evaluation, and analysis of the organization?s work in Jordan.?? Participate in the review and development of digitalized data collection tools to ensure alignment with IMS (information management systems/ platforms)? Systematize the digitization of data available from previous and current projects to support trend analysis and database development? Support field-level MEAL and programs staff in gathering, collating, and processing project and program data? Conduct data audits to ensure that the reported data is accurate and reliable.? Integrate different data reporting requirements in one report to minimize the repetition of the work e.g. Activity Progress Report (APR), UNHCR reporting and other needed monthly reports.? Define and roll out improved, streamlined data flows in collaboration with MEAL and programs? staff.? Create and maintain the structures necessary for data storage and documentation such as keep and follow up on the projects? means of verification folders.? Participate in external Working Group meetings as relevant and / or as requested? participate in technical studies as needed/requested? Extend technical support to the field teams or at any level required for IMS-related activities Develop dashboards for projects, programs, and operational areas.? Develop IM SoPs for the Jordan mission in collaboration with the M&E manager and HQ IM staff.? Support MEAL team in data analysis, trend analysis and generate numeric reports.? Support the MEAL team in conducting an ongoing data reflection sessions and provide recommendations for improvement in data collection and it quality and follow up on their implementation.2)?Develop, establish, and manage digitized data collection and management forms and tools? Convert existing monitoring and evaluation tools for upload into ODK/KOBO collect? Develop / convert forms to ODK / KOBO (or other digital data collection form as agreed with the MEAL HoD) for new assessments and surveys? Conduct training on ODK / KOBO or other digital data collection methods and platforms for MEAL and program staff? Support field staff in conducting surveys on ODK / KOBO? Integrate digital data collection into Action Against Hunger?s databases, contributing to the holistic management of information gathered through assessment, monitoring, and evaluation? Extend technical support to field teams or at any level required for ODK- / KOBO-related activities? Ensure sufficient allocation and management of space for ODK / KOBO usage needs in Action Against Hunger?s server in consultation with the ICT Manager3)?Lead on the operations and management of all GIS-related activities of the mission? Maintain up-to-date geographical administrative boundaries in Action Against Hunger?s systems by liaising with relevant national authorities, OCHA, UNHCR, and other working group information managers? Conduct desk-based data capture (digitizing) to convert paper maps to GIS datasets? Develop a comprehensive geo database? Create and maintain the structures necessary for geo data storage in collaboration with the ICT Manager? Produce maps on projects, programmes, sectors, themes, operational areas, or other foci as requested by Action Against Hunger?s team, including to support communication with donors? Extend technical support to the field teams or at any level required for GIS related activities4)?Build mission-wide capacity in information management skills and concepts ? Train / build capacity of MEAL and program teams on information management, digital data collection and management solutions (such as ODK /KOBO), and GIS? Attend relevant IMS trainings as determined necessary and cascade information and knowledge to the field teams? Support the managers to assess the information management capacities and needs of MEAL, program, and ICT staff and plan with the M&E manager and HR colleagues how to address learning needs identified.5)?Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency ? Maintain the confidentiality of all sensitive information at all times? Perform other job-related tasks as requested by the supervisor?
