Job Description

MISSION:Under the direct management of the Country Director, the HA Coordinator supports the Country Director and the Field Coordinators in the adaptation of the SI safety & security framework in Syria, Iraq, Turkey, and Jordan to the current context. He coordinates efforts to access news hard-to-reach areas, in close collaboration with Fields Coordinators, Security Managers and advisors, and CD. He/She also contributes to the recruitment of manager or advisor level staff linked to security and safety. He monitors, eases, and implements general safety, security, and HA training to all SI staff over the duration of his/her mission.?Review SI Syria Mission HA, safety & security documentation:

  • Ensure the security management system is in line with the existing SI security policy, protocol, and approach.
  • Facilitating the context & risk analysis exercises for each base with the support of the field teams. ?
  • Supporting the field Co and security focal points in the update of the subsequent security pack per base, as per the risk analysis. ?
  • Ensuring rapid endorsement by the Country Director & HQ level.
  • Ensuring proper dissemination of each validated security pack for each base (in person, via support of FCs, etc.)
  • Develop and implement different briefing packages.??
Humanitarian Access, safety, and security operationalization:??Ensure proper operationalization of the security process within the field teams with the support of the Country Director and Field Coordinators.
  • Ensure that the supporting departments (HR, Administration, Supply Chain) have in place an appropriate system to facilitate good security management.
  • Ensuring that there are fully stocked First Aid Kits available in all SI Vehicles, Offices, Warehouses and Guesthouses, at all times.
  • Support the Country Director and other senior staff to manage security incidents.
  • Support the Country Director and Field team in developing an Access strategy for specific intervention areas
Recruitment and training of the security focal points and SI Staff in general:
  • Contribute to the recruitment process of security focal points alongside Fco
  • Provide, plan and organize HA, Safety, and security training to SI staff, especially to security focal points. Continuously appraise capacity needed and capacity building
  • Provide briefings when applicable
  • Ensure that there is a Fire Safety Plan in place and that fire drills are carried out.
  • Implement evacuation and hibernations simulations.
Security Analysis:
  • In close collaboration with field focal points, undertake ongoing analysis of the context and developments in relation to the security situation.
  • Together with HA focal points, develop and maintain up-to-date context analysis and risk assessment.
  • Maintain close contacts with all relevant stakeholders at the coordination level to develop a network and build relationships with key actors to ensure the gathering of reliable security information.
??Supporting the diversification/consolidation of information sources/networks at the local level and its subsequent analysis at the coordination level
  • Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyze the overall security situation in existing and potential areas of intervention.
Qualification and Experience
  • Considerable practical experience of security assessment, planning, and implementation of procedures in the context of UN or NGO humanitarian operations.
  • Proven influencing and to negotiate skills with internal and external audiences (Access Working Group, donors) including in complex and stressful circumstances (local authorities, community representatives, Armed Groups Leaders?).
  • Proven experience in field-based training.
  • Ability to advise and support field staff in a consultative manner.
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organized and efficient.
  • A sound understanding of the importance of gender.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Willingness to travel at short notice, and often in difficult circumstances.
  • Committed to SI principles
  • Arabic speaker with fluency in written and spoken English essential.
