Gender Specialist ? USAID Jordan Energy Sector Support Activity Project DescriptionDeloitte is implementing USAID?s Energy Sector Support Activity (ESSA), an innovative and timely approach to improving sector sustainability and self-reliance through market-focused change across Jordan?s energy landscape. In keeping with ESSA?s comprehensive and market-orientated mandate, and in support of strategic goals established by the Government of Jordan, Deloitte will leverage the power of the private sector to catalyze the technical, operational, and managerial changes needed to transition Jordan?s energy sector towards a more-resilient future. By working with public and private stakeholders to identify key reforms and helping Government of Jordan counterparts create the associated tools and processes needed to implement them, Deloitte will seek to strengthen and improve the sustainability of Jordan?s energy sector.Jordan continues to face significant gender equity and equality challenges, including low rates of female labor participation, persistent stereotypes about the role of females and males, and conservative norms that restrict female decision-making authority. ESSA will consider gender dynamics at all stages of implementation and across all objectives. ESSA will find innovative ways to advance CDCS Intermediate Result (IR) 1.3: Female Participation in the Labor Force Increased. This IR will advance inclusive economic growth and decent work opportunities for women over the course of the strategy to move Jordan closer to achieving its 2025 target of 27% female labor force participation.Role and ResponsibilitiesThe Gender Specialist is responsible for identifying and prioritizing the business case for social and gender inclusiveness and integrating it within the four components of ESSA. The specialist is expected to:

  • Consider gender disparities, priorities, and norms, as well as gender blind practices, within the context of activities to develop solutions or ensure approaches that mitigate gender constraints do not perpetuate or escalate them;
  • Design gender activities to meet component objectives and ensure technical trainings integrate gender considerations to advance outcomes consistent with gender equality and female empowerment;
  • Consistently identify opportunities to integrate gender into project activities and collaborate with Component Leads to implement;
  • Oversee the development and integration of gender-related indicators in the monitoring, evaluation, and learning (MEL) plan and throughout the MEL cycle;
  • Other duties as assigned.
The reporting structure is TBD.LocationThe primary place of performance for these activities will be in Amman, Jordan.
