Over the past years, and in response to the need for increased accountability for implementation of gender equality commitments policies and financing decisions related to aid and domestic resources, UN Women played an active role with all its partners, to ensure that gender equality is mainstreamed in strategies, programmes and action plans. Commitments to promote gender equality need to be backed by adequate funds and systematically monitored for progress in reducing gender discrimination. Yet there is a disconnect between such commitments and allocated funding in many national budgets, including in Jordan. To bridge this gap, UN Women and the Jordanian National Commission for Women (JNCW) have been working with national partners to implement gender-responsive budgeting (GRB). The approach entails channelling adequate resources to meet the different needs of both women and men. To this end, the GRB project aims to reduce gender-based inequalities by strengthening and operationalizing GRB in Jordan. Key partners will be the JNCW and the General Budget Department (GBD) within the Ministry of Finance (MoF). Reporting to the Progamme Management Specialist, the Gender Responsive Budgeting Specialist is responsible for coordinating the GRB portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.BackgroundDuties and Responsibilities1. Lead the coordination of the GRB Programme Coordinate the overall Programme/Portfolio work plan development and implementation according to Strategic Note/ programme document; Liaise with the Programme Boards, national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed; Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to the Programme Board and UN Women and other stakeholders as necessary; Establish systems for project planning, implementation and monitoring in collaboration with partners; Record and maintain documents on relevant Programme activities, issues, and risks.Manage coordination with national partners and other stakeholders Manage relationships with national implementing partners to support implementation of the GRB Programme/Portfolios, raise potential problems and provide solutions; Provide substantial guidance to partners on establishment of performance indicators, and monitoring achievement of results; Identify capacity building needs and support partners through technical assistance, mentoring, training, and cross partner learning and sharing, and capacity development initiatives; develop training materials and workshops, as necessary.2. Oversee the monitoring and reporting on the GRB Programme/Portfolios Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages; Monitor the implementation of activities and the expenditure of funds by partners; oversee regular monitoring visits; Finalize annual and quarterly reports; finalize the submission of implementing partner financial and narrative reports; Provide inputs from GRB programme activities and results to Country Office reporting; Ensure the delivery of baseline, monitoring, evaluation plans and reports (flash, progress and final) based on information compiled from colleagues and stakeholders3. GRB Technical Assistance Provide technical assistance with regards to GRB to line ministries, MOPIC, and GBD; Develop and prepare all related materials to capacity building activities and assessment; Ensure appropriate actions are taken to optimize use of programme funds to ensure the provision of the technical assistance to the line ministries.4. Build partnerships and support in developing resource mobilization strategies Coordinate the development of partnerships and resource mobilization strategies; Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors priorities and develop the relevant partnerships; Participate in on-going coordination mechanisms to ensure coherence of the programme with other countrylevel processes.5.
