Job Description

FHI seeks qualified candidates for the position of GBV Capacity Building and Case Management Specialist based in Jordan supporting an anticipated USAID-funded project aimed to advance womens rights, enhance access to quality protection services, and expand social services to women who are at risk of, or victims of, domestic violence. The Activity will: (1) build human resource capacity for medical, legal, judicial, police, and social work professionals, (2) build institutional capacity of and coordination among a variety of government ministries and CSOs to provide services, and (3) improve legislation, policy framework, and protocols to advance the protection framework and response to violence. This position will be based in Jordan and Jordanian nationals are encouraged to apply. Employment is contingent upon the award of the Himaya activity to FHI 360, as well as USAID approval of the finalist.Position Description:The project will be responsible for improving the human resource capacity for survivor-centric service delivery, and this position will help to improve the availability and quality of context-sensitive and survivor-centered protection and essential services needed by survivors of violence by enhancing the capacity of essential service providers and the quality of the protection and services they provide.Essential Job Functions: Duties and Responsibilities:

  • Work closely and coordinate with the stakeholders providing services survivors of gender-based violence, including the Family Protection and Juvenile Police Department (FPD), healthcare providers, Government of Jordan social workers and shelter employees, and CSOs who provide infrastructure and shelters, safe spaces, and community centers.
  • Ensure high-quality reports on activities, indicators and achievements.
  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Support implementation and ensure adherence to financial work plans, spending plans and monitoring and evaluation plans.
Minimum Requirements:
  • Masters Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Field;
  • 6+ years of relevant technical assistance experience;
  • Provide technical guidance, oversight and support to GBV to improve the provision of quality case management and psychosocial support services to meet the needs of GBV victims and survivors;
  • Lead trainings on GBV case management, GBV response and preparedness for staff and partners;
  • Lead GBV assessments to identify patterns and risks of GBV and assess gaps to inform responses;
  • Oversee the implementation of One-Stop-Shop programming and other service delivery models to ensure they meets GBV best practice;
  • Ensure that ethical and sound data collection and information management systems are in place and harmonized advocacy;
  • Lead in the development of quality reintegration interventions at the safe spaces that promote coping, resilience and strengthen supportive networks among women and girls;
  • Support in the implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming;
  • Contribute to the development of knowledge products;
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
  • Draft staff supervision plan on the base of which to deliver supervision services to shelter staff which will clarify supervision methodology, principles and approach, in addition to mechanisms for case monitoring; and
  • Draft and implement comprehensive training program targeting service provider teams including GBV, gender sensitization, case-management modules, as well as advanced modules on sexual violence; sexual exploitation; criminal law related to GBV cases; reintegration of GBV survivors approach and mechanisms.
Minimum Required Skills and Experience:
  • Positive and professional attitude, including ability to lead and work well in a team setting;
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Comfortable attending and facilitating meetings and representing GBV issues;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty;
  • University degree in Social Sciences, Gender studies, Public health, Social Work, humanities, other related discipline or minimum 4 years of experience with progressively higher responsibility related to protection and empowerment services, preferably including management, staff supervision, capacity and institutional development;
  • Demonstrate clear understanding of gender, human rights, and issues surrounding violence against women and girls;
  • Familiar with GBV service provision best practices around the world;
  • Previous experience leading teams on GBV response and risk mitigation strategies;
  • Experience facilitating trainings and workshops on responding to and preventing GBV;
  • Knowledge, skills and experience in participatory methods of community development and mobilization;
  • Experience in the Jordan context, particularly working in the social protection sector, preferably in services targeting women and addressing GBV;
  • Strong skills in written communications in English particularly in preparing issue-based papers or reports; and
  • Fluency (written and oral) in English (or American Sign Language) and Arabic (or Jordanian Sign Language) is required.
