NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world?s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs. The Finance Technical Officer, reporting to the Finance Coordinator, and to be responsible and accountable to ensure accurate financial management and monthly reports are in conformity to NRC?s accounting practices, standards, and donor requirementsGeneric responsibilities* Ensure compliance with NRC policies, guidelines and standards.* Ensure compliance with support function strategy, tools, handbooks, guidelines and standards.* Specific technical responsibility for implementation of the finance function.* Specific technical responsibility for the quality control and monitoring of finance function activities.* Provide specific technical support and capacity building towards finance support staff.* Provide specific technical analysis and feedback to NRC representatives in coordination forums.* Monitor the progress of team activities and ensure they implemented according to standards.* Implement complex systems and procedures in line with NRC policies, SOP?s and handbooks.* Assess, promote and document ideas of technical improvement and further program development options.* Maintain overall budget control and monitor cash flows Specific responsibilitiesAccounting* Take the lead & control of the cash flows from country office to area offices and any other payments through the banks in accordance to his/her assigned projects.* Act as Finance Focal point for Hawala cash transfer across all field offices in accordance to his/her assigned projects, and ensure all communication is stored and secured.* Act as Finance Focal point for any payment request coming from the admin office/staff charge to multiple donors/projects.* Ensure that all payment requests are verified and approved in accordance to his/her authorization limit before processing the payment following his/her assigned projects.* Ensure the international payment/s is communicated to Oslo and paid on a timely basis.* Allocate the prepaid expenses every month to the existing project in accordance to his/her assigned projects,* Responsible for the monthly closing and consolidation of accounting books at the country office level.* Prepare the monthly cash count reconciliation and report any issues to the Finance Manager.* Prepare the monthly bank reconciliation and ensure that outstanding cheques are monitored and acted upon.* Reconcile the eBRS related to the cash and bank accounts.Financial Systems* Prepare the allocation table and allocate the monthly national staff payroll to the existing project.* Ensure Agresso records are booked on a timely manner at SRO country office.* Ensure all financial files are complete and up to date including National Social Security Fund (NSSF) and Taxes.* Ensure the travel claim form is updated every month.Internal Control and Compliance* Ensure proper supporting documentation for all payments with valid budget codes and are checked according to the donor and organizations regulations.* Ensure that the expenditures are booked to the right existing projects based on the updated monthly BvAs.Capacity Building Plan* Develop capacity building plan for the Finance Technical Assistant on-the-job training.* Provide support to the area offices as needed.Qualifications* Experience of 2 years working on a finance role, of which 1 as a Finance Officer position in a humanitarian/recovery context.* Previous experience in working with external donor funding.* Previous experience from working in complex and volatile contexts.* Very High Follow Up and Tracking Skills.* Capacity to work under pressure and meet reporting deadlines* Result-oriented behavior.* Bachelor?s Degree in accounting or finance-related fields.* Mid-level excel skills.* Previous knowledge of working with Accounting Software.* Knowledge about own leadership skills/profile.* Proficiency in Arabic, fluency in English, both written and verbal.* Knowledge of the Agresso Accounting System will be an asset.* Training and capacity-building skills.Personal qualities* Managing resources to optimize results* Managing performance and development* Analyzing* Handling insecure environments* Empowering and building trustWe can offerCandidates are encouraged to apply early, as applications may be screened prior to the vacancy deadline Contract period: till 31st December 2022 with the possibility of extension subject to funding Duty Station: This position will be based in the NRC office in Amman Salary/benefits: According to NRC?s salary scale and terms and conditions For more information please check the link for full job description.
