Job Description

Job PurposeThe Finance Officer ? CCA unit is a key member of the finance team at capital levelThe Finance Officer ? CCA Unit is part of the Cash, Control and Accountancy sub-department with Finance Department in the regional office. Under the direct supervision of the Sr. Finance Officer he/she is responsible of the accounting system SAGA, prepare payments, accountancy, reviewing the contract documentation, archiving flows, audit and Closure follow up. Objectives-Prepares all payment documentation in respect of ACTED internal procedures and donors? regulations-Procurement?s verification in liaison with the logistics and program teams-Support as audit and archiving focal point-Responsible of the Accounting System SAGADuties & Responsibilities1.Procurement:

  1. Review the procurement related to offices & GHs in respect to ACTED procurement scenarios? procedures and threshold, and donors? rules
  2. Adequate check on the budget availability/forecast
2.Payments:
  1. Make adequate check on the procurement?s/suppliers? supporting documents and insure it is in line with ACTED threshold and procedures, prepare the payment voucher and submit it to be paid by bank after once approved
  2. Review the premises rents? documents, prepare the payment vouchers and crate a bank transfer once approved.
  3. Review expats? Housing and Education allowances? supporting documents as per the contracted benefits and internal policy, prepare the payment vouchers and cheques for approvals
  4. Review the utilities and communications? bills and supporting documents, prepare the payment vouchers and crate a bank transfer once approved
  5. Responsible for monthly health insurance payment and reconciliation
3.Accounting:1.SAGA Master;
  • the mission monthly accountancy XNLEs HQ NLEs, correct any red lines, provide feedback to each bookkeeper
  • the balance sheet accounts
  • Projects? Financial Sheets
  • the monthly exchange rates
  • and Monitor the Third Party Codes (TPC)
2.Bookkeeper for the Bank Books in Jordan, provide a high accuracy of accounting codes, allocation and insure the description is meeting ACTED standards, prepare the monthly amortization entries3.Insure the monthly submission deadline is respected4.Support the Sr. Officer in preparing the staff salaries and benefits? entry5.Responsible for the monthly bank reconciliation4.Archiving:
  1. Numbering the payment vouchers and add the date as per SAGA
  2. Make sure all vouchers are stamped PAID
  3. Responsible for the vouchers? and supporting documents scanning as per ACTED digitization policy
  4. Label the folder, and physical archiving in the storage
5.Audit:
  1. Validate the samples requested from the auditors, insure accuracy and completeness of supporting documents and approvals as per ACTED manual and insure matching across SAGA
  2. Proceed with the correction as requested
6.Reporting:
  1. Monthly contracts and debits follow up (CFU-DFU)
  2. Monthly Expats? Benefits Tracker
  3. Monthly Communication and Utilities Tracker
  4. Monthly PRATIC (Balance Sheet), and ACT Follow Up
  5. Monthly Cash Request to HQ
5.Other tasks assigned by the line manager:
  1. When requested, Support the Sr. Finance Officer and the cashier
Key Performance Indicators
  • Number of free of errors procurement
  • Number of payment prepared on time
  • Number of accountancies submitted on time free of errors
  • % of ineligible costs based on payment documentation errors
  • Number of samples free of errors provided to the auditors on the given deadline
  • Completeness and timely archiving
  • Number of reporting tools updated on a monthly basis
