Job Description

Introduction:

  1. ?The HALO Trust is the world?s largest international humanitarian Mine Action Non-Government Organisation (NGO). HALO?s focus is to save lives and restore communities threatened by Explosive Remnants of War (ERW), such as landmines, aircraft and cluster bombs, artillery projectiles, rockets and missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 8,000 staff in 25 countries and territories.
  2. HALO?s programme in Syria was established in 2016. It is coordinated from a programme office in Amman, Jordan and a sub-office in Gaziantep, Turkey. Refer to the attached programme office organisational diagram.
  3. HALO conducts its Mine Action work in Syria through two national NGO partners based in Gaziantep. The scope of HALO?s current projects in Syria covers ERW Risk Education (RE), Contamination Impact Survey (CIS) and Victim Assistance (VA). In the future, HALO?s work is expected to expand to ERW disposal/clearance when the necessary approval is obtained.
  4. HALO Syria?s programme office includes an operations room staffed by five members; Operations and Training Manager (expat), Senior Operations and Security Officer (Jordanian), EOD Technical Officer (Jordanian), Operations Officer (Jordanian) and Junior Operations Officer (Jordanian). The operations room is supported by a two-person Information Management and Geographical Information System (IM & GIS) section.
Position and responsibilities:?Supervisor: Operations and Training Manager (expat).?Direct subordinates: nil.?The primary role of the EOD Technical Officer is to support all planning, operational and training aspects relating to HALO?s current and future Mine Action work in Syria. The EOD Technical Officer may also be required to deploy occasionally to other HALO programmes in the Middle East and North Africa (i.e. Iraq, Yemen, Libya).Specific duties include:
  • The application of EOD technical knowledge and the provision of associated advice (based on International Mine Action Standards (IMAS)), relevant to humanitarian Mine Action tasks.
  • The planning, coordination and reporting of field team activities in Syria, and the associated analysis of team outputs/outcomes.
  • The analysis and reporting of operational security issues relevant to HALO?s work in Syria.
  • The development, management and application of HALO operational SOPs.
  • The planning and delivery of any training associated with HALO?s work in Syria, or any other regional programmes.
  • English/Arabic and Arabic/English translation of operational and training material.
All HALO staff are expected to undertake the following general duties:
  • Work within the framework of HALO?s core values, promoting its ethos and mission statement.
  • Work towards achieving programme and/or group business plan objectives.
  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel internationally (e.g. to support other HALO programmes), as and when required[1].
  • Discharge duties and responsibilities under HALO?s Health and Safety procedures.
