Mercy Corps integrates crosscutting themes of youth, gender equality and empowerment, governance, natural resource management and technology.PROGRAM/DEPARTMENT SUMMARY:The Informal Livelihoods Advancement Activity (Iqlaa) is a five- year activity that aims to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crisis that the businesses have faced, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth. Mercy Corps approach to IQLAA integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan?s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.General Position SummaryThe Data Collection Officer will support the MEL Coordinator with all monitoring, evaluation and Learning (MEL) activities. The Data Collection Officer will ensure the quality and accuracy of all data for the project, including MEL forms and the data used for learning, adaptation, and reporting. The Data Collection Officer will support the program staff to ensure all staff are collecting information accurately, will monitor all field data collection efforts, and support in the development of MEL tools. S/he will work closely with grant recipients, project participants, project staff and consortium partners to ensure smooth, efficient, and effective collection of all program data. The position will be supervised by the MEL coordinator.ESSENTIAL JOB RESPONSIBILITIESMonitoring, Evaluation, Learning and Reporting* Responsible for all data collection, entry, and analysis in close coordination with the MEL Coordinator.* Monitor all program activities and progress towards achieving the program outputs; * Conduct field visits to observe activities, ensuring that the program is following the log frame, evaluating activities, sharing information with relevant staff members;* Ensure all surveys are being collected with the highest quality and verify data for completion and accuracy;* Coordinate with the program team on any follow-up documentation needed;* Support the development of tools for data collection, management and analysis;* Support the CARM assistant in strengthening the accountability mechanisms at program level, including setting up and managing complaint and feedback mechanisms for program participants; * Support the MEL Coordinator and MEL Director in documenting lessons learnt, including collecting best practices, case studies which demonstrate qualitative and quantitative changes over the award period; * Conduct surveys and other data collection methods (e.g. focus-group interviews, KIIs);* Collect information for progress reports, coordinate with consortium partners to ensure reports are submitted on time, that information provided by consortium partners is coherent and accurate;* Support with project learning and adaptation activities; and* Support the coordination, development, finalization and submission of all donor reports.General* Provide overall day to day administrative support for the project;* Maintain program files according to PM@MC guidelines;* Support full compliance with PM@MC minimum standards for program management;* Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide;* Complete tasks as assigned in a timely, professional manner;* Support colleagues to promote gender equity, conflict sensitivity, and environmental awareness by applying Do No Harm and Mercy Corps?
