Mercy Corps integrates crosscutting themes of youth, gender equality and empowerment, governance, natural resource management and technology.***The Position* Civil society and media are vital to advancing effective and inclusive civic engagement and participation in Jordan, yet they face profound challenges, including shrinking civic space, mistrust among their constituents and complex new threats to their long-term sustainability. The Strengthening Civil Society System (Sawt) project is a 5-year USAID funded project that aims at supporting sustained civic engagement in Jordan through civil society and digital media innovations through Good, Trusted Knowledge-Building Resources and Participation & Advocacy. Mercy Corps as a consortium partner with Internews (the consortium Lead Partner), Al Jidara, International Center for Non-Profit Law (ICNL) and the Arab Renaissance for Democracy and Development (ARDD) (the Sawt team), Mercy Corps will be working closely with all partners to achieve the project goals but will be specifically responsible to lead the Civil Society strengthening and Advocacy component, to achieve results on the CIVIL SOCIETY LEGITIMACY AND PERFORMANCE, Mercy Corps will work with CSOs and other civil society actors to improve their performance and capacity to serve their constituencies, build sustainable networks and lead impactful advocacy and citizen engagement. Civic Engagement Coordinator will be responsible for the implementation and follow up of all civic engagement activities, to make sure activities are implemented according to schedule, budget, and quality. S/he will provide support and supervision to the Civic Engagement Officers and will be responsible for outlining a work plan for the implementation of the civic engagement activities.***Essential Responsibilities* * Follow up on the daily attendance and performance of Civic Engagement Officers.* Ensure community active engagement in civic and governance processes to strengthen the citizen-state relationship by supporting civic engagement activities and Strengthening Youth Engagement with Government Institutions.* Follow up on the project activities and deliverables in five governorates.* Assist the Civic Engagement Specialist to ensure effective project planning and support project implementation including, timely follow-up, organization of internal meetings to ensure effective project implementation.* Work with project participants teams in the selected communities to mobilize communities through dialogue sessions focused on identifying common issues and developing action plans to address the issues.* Document all program activities, achievements and challenges in monthly reports and by any other means as requested by the Civil Society team leader.* Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not endanger its humanitarian mission.* Support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.* Coordinate with procurement, logistics, and security, administration, and human resources teams to ensure operational systems support advocacy activities.* Accountable to PM@MC (Mercy Corps Project Management) minimum standard implementation within the program.Monitoring and Evaluation & Quality Management* Support and participate in monitoring and evaluation system design and implementation for all aspects of the project, including monitoring program progress by developing and applying monitoring tools to inform reports to donors and key stakeholders.* Support the Senior MEAL coordinator in building capacity of project team and partner CSOs on the data collection and management, analysis, reporting techniques and requirements for relevant donors.* Support the Senior MEAL Coordinator in establishing, maintaining and managing the data entry process for a comprehensive and an updated database for the project.* Facilitate in collaboration with advocacy team members documentation of project data, lessons learnt and best practices for internal and external sharing.* Ensure Quality Management standards are mainstreamed for effective training programming.* Ensure Quality Management standards are mainstreamed for effective implementation of the project in targeted host communities.* Prepare weekly updates and monthly progress reports, including challenges and recommendations.* Establish filing system and ensure all documentation is recorded, saved, and filed based on MC minimum standards.*Supervisory Responsibility* Five Officers*Accountability*Reports Directly To:Civic Engagement Specialist.Works Directly With:Organizational Capacity Senior Coordinator,Civic Engagement specialist, Advocacy specialist, MEAL advisor, procurement team, and finance team*Accountability to Participants and Stakeholders* Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.
