Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, this activity will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. -Position DescriptionThe Chief Operations and Compliance Officer will lead the operations team and carry out daily oversight of the programs logistical and administrative operations, procurements, human resources, field office policies and procedures, and contractual and legal matters. They will provide strategic leadership on the development and implementation of tailored operations systems and processes, as part of overseeing all project operations procedures and ensure project compliance with USAID regulations and corporate policies. They will provide thought leadership, critical problem-solving skills, operational, and project management expertise to support the successful implementation of the activity. Proactive partnership and planning is critical in this role, coupled with the demonstrated ability for timely, compliant, results oriented action.Key Duties/Responsibilities* All operations functions including but not limited to human resources/recruitment, logistics, procurement, grants, budgeting, finance, and office and property management.* Oversee the entire work of the operations team and be able to provide capacity building and training in the areas of human resources/recruitment, operations, finance, procurement, and subcontracts as is needed.* Supervise and manage the development of innovative operations systems (knowledge management systems, reporting systems, CRM) to improve efficiency and insure technical and institutional sustainability, including managing STTA and other short-term resources and coordinating with Chemonics Washington.* Manage a system where subs and consultants can access the pertinent data and tools required to collaboratively implement ERA.* Ensure regulatory and contractual compliance across project implementation, including in the areas of subcontracting, grants, procurement, inventory/property management, and reports and deliverables (as relevant to operations).* Directly supervise director-level roles on the operations team, such as the finance director, subcontracts and grants director, and HR/operations director, and other roles as identified.* Ensure proper business practices and ethical standards are met across all areas of operations, including recruitment, procurement, grantee selection, etc.* Ensure proper business practices of human resources activities, including recruitment, onboarding, performance management, and ensuring HR systems are in place and upheld.* Oversee financial management and finance activities, including bank account management and accounting, project budgeting and forecasting, results-based resources management, and ensuring finance files are complete and accurate.* Serve as key liaison between the operations team and project management unit (PMU), raising issues and providing timely updates to the PMU as required, and serving as a partner with the PMU in operational problem solving.* While not directly responsible for overseeing activity development, the chief operations and compliance officer will be expected to have a good grasp of the programmatic aspects of the program and be prepared to step in as needed to support the COP and other program staff in activity development aspects of the project while staying apprised of the evolution of the local political, legal, and economic situation and on how to continuously adapt the program.* Serve as connector between operations team and technical team, including designing operational trainings to build capacity of technical team, and otherwise liaise between two teams.* Proven ability to continually seek and implement innovations and improvements in how the work is implemented.* Maintain and update activity and operational manuals, guidance documents, and workflow charts.* Other duties as assigned. -ReportingThis long-term assignment will take place in Amman, Jordan. The Chief Operations and Compliance Officer will report to the Chief of Party, or his/her delegee. -Skills and Qualifications* At least five (5) years of experience working on donor-funded projects in a related role, preferably with demonstrated supervisory experience.* Experience with a donor, Contractor, or international NGO managing an office or program highly desired, but not required.* Experience working in Jordan.* Fluency in the Contractors and USAIDs policies and procedures regarding regulatory and contractual compliance, human resources, financial management, financial reporting, and procurement and subcontracting processes, systems, and grants management.* Experience with grants under contract programs desired.* Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out is highly desired.* Proactive solutions oriented individual with well-honed problem solving and critical thinking.* Demonstrated experience leveraging PMBOK or other project management principles preferred.* Experience developing, and/or redesigning workflow processes and procedures preferred. * Experience with change management principles desired. * Experience working in Jordan or other MENA countries preferred.* Excellent communication and writing skills in English Company: Industry: Non-Profit and Social Services Job Location: Amman, Jordan Career Level: Upper Management (Manager, Director, Head) Date Posted: 24-05-2022 Ref.
