Qualification and Experience:? Four year full time B.E. in Chemical Engineering or Mechanical Engineering or Petrochemicals or Safety Engineering;? 15 years minimum Industrial Experience;? 8 years experience in similar positions.Experience Required: ? Experience in PMC or EPC organization in the field of Refinery/Petrochemical and must handle business activities related to major projects not less than US 250 Million each;? Strong experience in providing HSE support services for pre-commissioning, commissioning & operation etc. of mega refinery project;? Experience as HSE specialist in Operating Refineries / Petrochemicals units;? Experience in the field of Marine and Offshore activities with regards to Construction/ Precomm / Commissioning and Operations;? Experience in conducting field HSE surveys and audits, report preparation and follow-up of gaps to closure;? Experience in incident reporting & investigation and HSE statistics reports. Experience in presenting HSE performance in meetings with commissioning teams;? Close monitoring of refinery project commissioning activities etc;? Advising corrective actions for HSE issues and ensuring their implementation with commissioning team etc; ? Experience of implementing Process Safety Management requirements during pre- commissioning, commissioning & operation of new refinery/petrochemicals project;? Possess good knowledge of OHSAS 18001, ISO 14001 and HSE international standards/regulations;? Develop HSE Plan for Pre-commissioning and Commissioning activities;? Develop Risk Assessment for Pre-commissioning and Commissioning activities;? Develop Pre Start up Safety Review for Units. Site HSE Audit for all activities. Site Audit for Permit to Work implementation;? Develop Emergency Plan during Pre-commissioning and Commissioning activities;? Provide training on HSE issues & Good level of verbal & written English knowledge;? Develop HSE related Checklists for each phase of commissioning ensuring all HSE aspects;? Develop Process Safety Management (PSM) requirements and ensure implementation etc.
