Job Description The Contract Engineer will have the responsibility of managing the following major activities in the Refinery?s Operating Facilities and administrator the control of approximately 150 ~ 300 skilled human resources specified in the Contract. ? Maintenance Management ? Plant Modification / Upgrading Project ? Inventory Optimization ? Inter Disciplinary Coordination ? HSE Compliance ? Contract Administration He will be well versed with Process Control Instrumentation as is applicable to be Hydrocarbon Refinery or Synergic Process plants in the Oil and Gas Industry. He will be responsible to enforce the Company?s Health, Safety and Environment (HSE) Regulations for the Contract manpower. He will have good communication skills, both in English and Arabic and will have knowledge of Kuwait Labor Laws.Minimum Academic Qualification: ? Engineering Graduate or Bachelor?s degree in any disciplineExperience: ? Minimum 12 years of working experience in Maintenance of Hydrocarbon Refinery.? The last 5 years of experience should be in handling similar works in a Supervisory capacity. Nature Of Experience: ? Should have worked in similar capacity in the Oil and Gas industry and preferably in a Hydrocarbon Refinery. ? Should have proven record to show administrative capabilities to mobilize manpower and / or equipment resources at short notice during normal times, emergencies or during planned shutdowns periods. Job Responsibility: ? Responsible to develop a full understanding of the Refinery?s operating facilities. ? Responsible to distribute allocated Manpower and Tools 7 Test Equipment to plant facilities. ? Ensure that all Contract employees are provided with Safety Gear, like cover all, safety shoes, safety glasses, hand gloves, toxic / HC gas monitor as specified by Company HSE regulations. ? Generate Incident / Accident reports and remedial action taken report. ? Encourage Contract employees to report on near Miss Incidents and Safety Suggestions. ? Show compassion to the employees needs. ? Formulate a technical and safety training schedule for Contract employees. ? Ensure housekeeping in Instrument workshop and Plant Area. ? Ensure compliance to Company?s Health, Safety and Environment (HSE) Management System. ? Participate and Train Contract employees in safety training courses conduced periodically by the Company e.g. Work Permit Authorization, Breathing Apparatus, Fire Fighting and use of Fire Extinguisher?s etc. ? Advise the Management on all issues of Contract Management, Maintenance Management and Safety Issues. ? Coordinate and liaise with Company?s Safety & Fire and other Divisions. ? Participate in Management Safety meeting ? Provide adequate Shift Coverage in consultation with the Company to assist in availability of operating facilities. ? Devise ways for efficient Contract Administration to protect the Company?s assets.
