Job Description

Roles & Responsibilities Review tender documents, drawings, specifications, and contractual requirements. Prepare detailed Bills of Quantities (BOQs), quantity take-offs, and cost estimates for tenders and projects. Support procurement activities by evaluating subcontractors and vendors, reviewing quotations, and conducting pricing analysis. Assist in the preparation of tender submissions, commercial proposals, and bid documentation. Prepare monthly progress valuations and payment applications for client invoicing. Measure, verify, and certify subcontractor work progress and payment claims. Monitor material consumption and reconcile quantities in coordination with site engineers and project teams. Maintain and regularly update BOQs, quantity take-off records, measurement sheets, and cost databases. Track project costs and monitor performance against approved budgets and targets. Identify, assess, quantify, and document project variations and change orders. Prepare Variation Order (VO) submissions with supporting technical and commercial documentation. Evaluate subcontractor variation claims and negotiate rates and settlements. Review contract terms and conditions to ensure commercial and contractual compliance. Prepare and support contractual claims, including Extension of Time (EOT) and cost claims, with proper justification and supporting evidence. Maintain accurate commercial records related to project changes, delays, reworks, and claims. Manage quantity logs, variation registers, subcontract registers, and BOQ revisions throughout the project lifecycle. Assist in the preparation of monthly cost reports, commercial reports, forecasts, and management presentations. Ensure the accuracy and completeness of commercial documentation for audits, reviews, and company compliance requirements. Provide management with cost analysis, cash flow projections, and commercial insights to support decision-making.Desired Candidate ProfileEducation Bachelor's Degree in Engineering, Quantity Surveying, or Construction Management. Professional certifications are an advantage: PMP CCP (Certified Cost Professional) MRICS/AssocRICS Primavera P6Experience 8-15 years of experience in EPC, Oil & Gas, Industrial, or Infrastructure projects. Minimum 5 years of experience on Saudi Aramco projects. Proven experience in variation management, claims, progress measurement, and cost control.Technical Skills Quantity take-off and BOQ preparation. Cost estimation and budgeting. Tendering and procurement support. Progress billing and subcontractor certification. Contract administration. Variation Order (VO) preparation and negotiation. EOT and cost claim preparation. Cost reporting and forecasting. Strong understanding of Aramco standards and project execution procedures.
