Job Description

Action Against Hunger˙is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for˙Hygiene Promoter & Community Mobilizer Work place:˙ Azraq CampPosition Overview:˙Action Against Hunger is looking for 1 male Hygiene Promoter and 1 male Community Mobilizer for its WASH Project in Azraq CampResponsibilities for Hygiene Promoter:1)To mobilize the refugee community in the camp towards hygiene promotion best practices.

  • Attend camp community based activities (info sessions, community representative meetings or any other community related meetings).
  • Providing updates on ACF projects and collecting feedback from refugees to be shared with WaSH Senior Officer - Community Mobilization
  • To manage and oversee all community mobilization activities and IBVs.
  • To contribute hiring process of IBVs according to camp management?s and ACF˙rules and procedures (submitting timesheet, contributing to providing necessary trainings to selected IBVs, in coordination with Finance officer ensure timely payment)
  • Support the project?s activities through community mobilization to ensure community acceptance and participation.
  • Carry out data collection activities to collect suggestions and feedback on WASH solutions, services and practices in the camp.
  • Provide support if needed for any assessment or data collection activities in coordination with the project manager instructions.
  • Closely monitor hygiene practice in the camp and report on the status.
  • Address complaints and discuss behaviour change practices with refugees on the plot level.˙
2) Mobilize the community during the implementation of hygiene promotion activities.
  • Identify the most appropriate message regarding the target population
  • Evaluate the necessary material needed for a campaign/activity
  • Identify problems and provide sustainable changes of WASH Knowledge and Practices to the local community
  • Engage community representatives and community leaders in hygiene promotion activities, including activities ACF is implementing in coordination with other INGOs.
  • Support other ACF teams as needed in implementing any other hygiene promotion activities that ACF leads in the camp.
  • Communicate and coordinate with the MHM team and activities.
  • Follow up any change may accrue during the implementation phase.
3)To contribute in communicating, supporting and monitoring activities.
  • Mobilize the camp community to elect/update their WASH committees.
  • Carry out WASH committees newly joined members replacement activities including negotiating TORs and furnishing induction.
  • Provide the necessary support (training, tools, ? etc.) to the WASH committees as per the need to enable them to carry out operations and maintenance activities.
  • Undertake routine monitoring of the WASH committees performance, through regular field visits.
  • Plan, monitor and carry out material distribution activities as requested.
4) Train and mobilize members of the beneficiary communities.
  • Identify targeted partners within the communities.
  • Apply the defined methodologies in the hygiene promotion and water management awareness-raising sessions.
  • Participate in elaborating planning of awareness-raising activities.
  • Conduct training sessions for the community workers and/or targeted populations ;
  • Participate in evaluation missions and in distributing of non-food items if distributed.
  • Write a summary of the activity reports.
  • Propose possible improvements.
5) Provide accurate and timely information to the project manager.
  • Submit weekly reports for all implemented activities
  • Maintain filing and proper recording of data.
Responsibilities for Community Mobilizer:1) Contribute in the organization and implementation of the community lead, and maintenance of private latrines activities in the camp
  • Provide mobilization support to identify the active maintenance structure in the camp, its role and functionality.
  • Provide support for the WASH technical team in the selection procedure of the O&M committee members.
  • Co-facilitate the capacity building activities of the O&M committee members.˙
  • Co-facilitate the meetings organized under the private latrine maintenance activities such as mid-term review meetings and kick off meetings with the community
  • In collaboration with the O&M committee members and the technical WASH team, co-facilitate the annual action plan workshops will be conducted at each village to develop a community lead action plan to address vandalisms of the WASH facilities
  • Support the project?s activities when needed and asked by the direct line manager and ensure community acceptance and participation.
  • Support the hygiene promoters team (when needed and requested by the direct line manager) to mobilize the camp community to elect/update their WASH committees.
  • Document the community complaints and feedback on the O&M committee works and on the provided WASH services. ˙
2) Mobilize the community during the implementation of awareness raising activities:
  • Contribute to planning, organization, mobilization and implementation of camp community based activities (dialogue sessions, community representative meetings, MHM sessions for men and boys or any other community related meetings/ sessions).
  • Providing updates on ACF projects and collecting feedback from refugees to be shared with Senior Community Mobilization officer
  • In collaboration with the technical WASH team, support the organization and mobilization of the community dialogue sessions will be conducted to gather the community members and the camp stakeholders to discuss WASH services related topics
  • Follow-up on the feedback will be raised during the community dialogue sessions and support enhancing the feedback and complaint mechanisms in the camp in collaboration with the senior community mobilization officer.
  • Identify targeted partners within the communities.
  • Support the identification of proper messages on enhancing the community ownership and addressing the vandalisms of the WASH facilities to be shared with the targeted community in collaboration with the technical WASH team.
  • Feed (when needed and requested by the direct line manager) the content of the awareness raising activities based on the social and behaviour change strategy
  • Evaluate and provide inputs on the necessary material needed for a campaign/activity/ celebration of global days in the camp and mobilize the community to attend these events whenever requested by the direct line manager.
  • Support the identification of problems and provide sustainable changes of WASH Knowledge and Practices to the local community
  • Carry out data collection activities to collect suggestions and feedback on WASH solutions, services and practices in the camp.
  • Support (when needed and requested by the direct line manager) other ACF teams as needed in implementing any other hygiene promotion activities that ACF leads in the camp.
  • Communicate and coordinate with the MHM team and activities.
  • Follow up any change may accrue during the implementation phase.
  • Plan, monitor and carry out material distribution activities as requested.
  • Participate in evaluation missions and in distributing of non-food items if distributed.
  • Report on the ongoing activities and progress.
Both Hygiene Promoter and Community Mobilizer are expected to:1) Provide accurate and timely information to the project manager.

2) Ensure adherence to Action against Hunger gender requirements
