• Plans and schedules work, and, as applicable, determines work load and assignments of group.? Provides leadership and direction to team by out-lining methods of approach and indicating critical areas and priorities to meet established deadlines.
• Provides technical input to all projects and programs.? Coordinates interdisciplinary activities with activities of Engineering Project Section (EPS) and Technical Planning Section (TPS).
• Implements of department policies, goals, objectives, and procedures and support in their development as needed.
• Assists in coordinating the compilation of technical portions of Requests for Proposal (RFP) for both the design and construction portions of assigned projects.? Analyzes data pertaining to client requirements to assist in the definition of technical aspects of detailed scope of work.
• Coordinates with engineering the development of design specifications, and ensure adequate information is provided for clarity of interpretation of required scope of work.
• Participates in the technical evaluation of potential bidders for contracts on assigned projects, and in recommending shortlists of qualified contractors.? Coordinates the technical analysis and evaluation of bids proposed.
• Provides needed Engineering knowledge, judgment and insight during the implementation of new projects and resolving civil engineering issues during construction, and in preparing plans, specifications and estimates that follow RC policies, procedures, while ensuring they are consistent with the overall goals and objectives of RC.
• Undertakes or assists in special projects, studies and presentations as needed.
• Works closely with RC management, other senior level engineers, project managers and consultants to perform and coordinate civil engineering designs as required for civil projects assigned.
• Understands and executes Civil engineering processes and procedures related to design and QA/ QC.
• Coordinate and make staffing assignments and re assignments as project needs arise.
• Monitor productivity and technical proficiency of staff
• Monitors technical progress of A/E contractor.? Coordinates the review of design drawings, specifications, manuals, shop drawings, vendor data, calculations and other technical information submitted by A/E construction contractor for all phases of contract.
• Provides requested technical information to A/E or construction contractor regarding interpretation of specifications, and other technical guidance as required.? Requests technical information or clarification of submitted data from A/E construction contractor as required.
• Supervises and coordinates activities of Senior Project Engineers and other personnel assigned to him.
• Evaluate subordinate?s performance in a fair, transparent, and objective manner on a periodic basis.
• Participates in the preparation of Departments? policies, procedures, staffing requirements, organization chart.
• Maintains consistencies in design reviews.
• Resolves complex design issues. Coordinates with Consultants on performance issues, quality and schedule
• Prepare and implement plans for training of Saudi Engineers
