The International Monetary Fund (IMF) Legal Department?s advice on financial and fiscal law is conducted through the Financial and Fiscal Law Unit (FFL) under the general direction of the General Counsel and Director of the Legal Department and the Deputy General Counsel. The Deputy Unit Chief serves as one of two deputies to the Assistant General Counsel (AGC) heading the FFL Unit and is a member of the FFL Unit?s management team. The Deputy Unit Chief is directly responsible for supporting the AGC in leading and overseeing the FFL Unit?s work.The primary objective of the FFL Unit is to provide high-quality legal advice in the context of IMF surveillance, financial assistance programs, and capacity development. In particular, the FFL Unit provides advice to member countries on laws and regulations respecting central banks, payment systems, financial institutions and markets (e.g., on the regulation and resolution of financial institutions and financial markets infrastructures), as well as on fiscal laws (taxation and public financial management). It contributes to the formulation of legal policies in its areas of expertise, within the IMF and with other international organizations (Financial Stability Board (FSB), Organization for Economic Cooperation and Development (OECD), and the United Nations (UN)), and advises on the design and implementation of legal reforms under IMF-supported programs. The FFL Unit also provides legal advice regarding the intersection between fiscal and financial law (e.g. public debt instruments, temporary public funding to distressed financial institutions), and increasingly between the FFL?s areas of expertise and other subject matter areas (anti-corruption, Fintech, gender diversity policies, and climate change).Duties and ResponsibilitiesThe Deputy Unit Chief will support the AGC in providing strategic, intellectual and operational leadership in the management of the FFL Unit and in carrying out a broad range of substantive work in the areas of financial and fiscal law. More specifically, the incumbent will be required to carry out the following duties and responsibilities under the direction of the AGC:

• Contribute to the effective management of the FFL Unit, including by working collaboratively with the AGC and other members of the FFL Unit?s management team, participating in the FFL Unit?s management team meetings, conceiving and shepherding innovations in the management of the Unit, and contributing to the FFL Unit?s management initiatives;
• Assist the AGC in the formulation and implementation of the FFL Unit?s work program and activities, and in setting priorities for the FFL Unit in line with the overall objectives and deliverables of the Legal Department;
• Assist the AGC in managing and assessing the performance of FFL Unit?s employees (staff and contractuals), implementing professional development strategies, developing staffing and succession plans, recruiting and selecting new employees, and managing FFL Unit?s financial resources, including donor resources, in a manner consistent with the Department?s overall budget strategy;
• Assist the AGC in the supervision of the FFL Unit?s activities, including in the context of surveillance, IMF-supported programs, capacity development, and research, both at a policy level and in a country-specific context;
• Coordinate in a timely and effective manner with IMF Legal Department?s Front Office and with other units of the Legal Department so as to provide consistent and integrated legal advice; and lead effective collaboration with other departments and relevant external stakeholders so as to advance the IMF?s agenda on financial and fiscal law;
• Provide direct legal advice and services to IMF departments and member countries on selected issues within the areas of financial and/or fiscal law; contribute to the inclusion of financial and fiscal law issues into surveillance, IMF-supported programs, and capacity development activities; contribute to fostering a global dialogue on financial and fiscal law issues in coordination with relevant regional and global partners; draft policy papers, review briefing papers and reports,?oversee and conduct analysis on complex issues in the areas of financial and/or fiscal law; and provide input on key policy and operational papers and decisions;
• Represent the FFL Unit at meetings with IMF management and senior staff from other departments and high-level officials from member countries, as well as in relevant IMF-wide task forces; represent the IMF in policy-making and outreach activities, in particular, with other international organizations such as the FSB, the OECD, and the UN; and
• Carry out other assignments as determined by the AGC.
