The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.Main PurposeReporting to the Section Head and in close collaboration with the Senior Safeguards Analyst (Open Source), the Safeguards Information Analyst (Open Source) contributes to the IAEAs nuclear verification mission by collecting, processing and analysing the most comprehensive set of safeguards relevant open source information to be consolidated with other types of information available to the Department of Safeguards. These analyses directly contribute to the State evaluation process and the preparation of field activities.RoleThe Safeguards Information Analyst (Open Source) is: 1) an analyst, contributing to the strengthened safeguards system by working in close collaboration with other staff in the Section, Division and Department to collect, process and analyse open source information in support of the safeguards verification mission; 2) a team member of or contributor to various projects, including State evaluation, identifying and following up on issues and areas of interest relevant for safeguards implementation; and 3) a leader of analytical project teams, addressing specific analytical or tools development tasks, and advising other Divisions on information collection, processing and analysis.Functions / Key Results Expected

  • Participate in State Evaluation Groups for assigned States and contribute to the State Evaluation process by identifying, processing and evaluating the quality and reliability of safeguards-relevant information, including open-source data, nuclear material accounting data, satellite imagery and environmental sampling data.
  • Conduct analyses of open source information relevant to the verification mission of the Department of Safeguards in assigned States, including from scientific and technical information sources.
  • Assist in the evaluation of State declarations, including Additional Protocol declarations, where appropriate, for assigned States.
  • Conduct further research on identified issues or inconsistencies by acquiring additional relevant information, applying appropriate analytical methodologies, and documenting results in analytical reports.
  • Ensure effective and timely communication and dissemination of analytical results to Operations Divisions and other departmental counterparts.
  • Lead and participate in project teams in accordance with the requirements of the Divisional annual work plan.

Qualifications, Experience and Language skills
  • Bachelors Degree - University degree in science (e.g. physics, chemistry), technology (e.g. nuclear, mechanical or other engineering), or in an area of relevance to non-proliferation studies.
  • Minimum of five years of experience in nuclear non-proliferation or safeguards information collection and analysis, or in nuclear research related to non-proliferation issues.
  • Experience in the use of information collection, processing and analysis techniques, including advanced text retrieval techniques and complex databases.
  • Experience in the use of advanced software for information analysis (e.g. network or link analysis using Palantir) an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish), particularly Arabic,?a strong?asset.
