We are seeking to recruit on behalf of our client several Senior Sub-Contract Engineer who will be based in the UAE on a 2-year renewable contract.Purpose :?Procure Subcontracts as allocated by the Subcontract Manager and ensure subcontracts are delivered as per the Project Procurement Plan requirements (Time, Cost, Quality).?Draft and negotiate relevant agreements (i.e., Subcontract or Services Agreement) in coordination with the Subcontracts Manager.?Assist the Subcontracts Manager for all the post awards activities until the handing over of the subcontract works, including variations and claims management and drafting of the relevant correspondence.?Ensure that Subcontracts are performed and delivered as per Project requirements.?Adheres to procurement guidelines and works in full compliance with approved procedures, using available APICS Procurement tools and in accordance with company IMS System.Experience/Qualifications :?BSC Engineering University degree in relevant field (Civil / Mechanical / Electrical or Instrumentation)?Minimum 8 years? experience as Subcontract or Contract Engineer or Quantity Surveyor.?Experience working with leading EPC contractors in the energy sector is essential.?Work experience in EPCM contracts is an advantage.?Contractual skills and excellent written skills.?Able to handle multiple tasks with minimum supervision.?Effective and efficient verbal and written communication skills.?Effective communication, co-operation, and analytical skills.?Displays passion, energy, drive, agility, and resilience in achieving work-related goals under difficult circumstances.?Capability to perform under stressful situations.?Good knowledge of ERP software and MS office.?Basic knowledge of Primavera P6 software/ Microsoft Projects or other Project management tools.?Fluent in English (oral and written).?Arabic language knowledge is nice to have.Duties/Responsibilities:?The Senior Subcontract Engineer is based at Site and is working under the direction of the Subcontract Manager.?For assigned packages, source and propose the Bidders from registered Company approved vendor list and based on approved Subcontract strategy within the Project.?Ensure that all Subcontractor Pre-Assessment is done in compliance with the procedure to improve the performance of company/project in Subcontractor selection.?Coordinate with all relevant in-house departments to ensure all requirements are included in the bidding documents ? including flow down of the Main Contract/Client?s requirements - and prepare/issue the RFQ to the subcontractors of the Bidders lists.?Maintain the Project Procurement Plan up to date.?Have a close interface with the technical responsible and lead all technical / commercial / contractual clarifications with the subcontractors.?Perform commercial and contractual analysis, schedule evaluation of bids and incorporate technical evaluation from Construction/Engineering/Project Control or QA, QC & HSE.?Highlight to the Subcontract Manager any discrepancies in Subcontract processes, identify related risks and propose actions to minimize such risk.?Prepare and obtain signature of the subcontract agreements according to authorization matrix.?Participate in Kick off Meetings with subcontractors, ensuring that all Contract terms and obligations are clearly explained and understood.?Draft any correspondence with the Subcontractors, including notices to correct, variations and claims for review of the Subcontracts Manager ?Maintain the files for each Subcontract in an orderly fashion.?Day-to-day review and follow up on contractual rights & duties for each subcontract. Notify the Subcontracts Manager of any contractual deviations and communicate their possible impact.?Ensure on a monthly basis an update of the Subcontract budget forecast and identify the possible coming variation/risks.?Manage the Subcontractor closing checklist, ensuring all appropriate closing documentation has been received from the subcontractors for the taking-over and final acceptance certificates.?Ensure subcontractors? performance evaluations are performed as per Company guidelines.?Prepare the subcontractor performance evaluation.
