• 10 years of HSE professional experience in energy industry and construction sector(s) of which 5 years should be in managerial role.
• Technical degree plus international HSE degree/diploma
• Experiences in the power sector will be a plus.
• Proven autonomy and ability to manage high level contacts are required.
• Precision and zero compromise/tolerance approach on HSE and technical excellence must be proven.
• High level of knowledge and understanding of the local HSE regulations applicable in the selected region.
• Proven autonomy and ability to manage high level contacts are required.
• Ability to understand procedures and instructions specific to HSE topics.
• Must be able to prepare, review, and audit working procedures.
• Must be able to prepare reports on all HSE technical matters.
• Must be capable of conducting HSE incident investigations.
• The ability to plan, implement, and supervise training in all areas of safe working is essential.
• Demonstrated knowledge and experience in developing, implementing, and continuously improving health & safety, and environment management systems requirements.
• Good English language oral and written communication skills are essential.
• Arabic language speaking and knowledge of the Middle East Area is considered valuable
• Team player and able to build and maintain relationships both internal and external.
• Proficiency computer skills with MS office and other day-to-day work-related software applications are necessary

ActivitsGeneral HSE Requirements

• Develop and implement the PROJECT HSE objectives, KPI, plans and procedures, in compliance with applicable local national legislation, COMPANY One MAESTRO, International Standards (e.g. IFC PS) and Best Industry Practices;
• Develop and implement the PROJECT HSE referential in compliance with applicable TEEP Ratawi affiliate requirements;
• Assist Project Managers to ensure strict compliance with PROJECT HSE requirements, and, as regards to contracted activities, for compliance with the HSE contractual clauses and other documents governing contractors relations;
• Control the relevant PROJECT HSE permits are obtained from authorities and monitor implementation;
• Ensure the PROJECT HSE training and competency procedure is implemented.
• PROJECT HSE Risk management and monitoring
• Implement comprehensive HSE Risk Management process on the PROJECT including effective Permit to Work system;
• Monitor the PROJECT Emergency readiness and response. Organize Middle/Large scale exercise
• Develop and maintain PROJECT HSE Audit plan. Conduct HSE audits
• Develop and maintain robust PROJECT HSE Action Tracking and follow up
• Ensure compliance with environmental and social ESHIA requirements and measures concerning the PROJECT
• Perform HSE qualification of new Contractors
• Review and verify the Contractor HSE MS. Identify gaps with PROJECT HSE MS, implement bridging documents if required
• Monitor the Contractor HSE performance;
• PROJECT HSE Culture
• Promote and develop the PROJECT Safety Culture and Leaderships programs.
• Deploy TotalEnergies HSE Tools and Programs: #Golden Rules, #Zero fatality program, #SafeDriver;
• Organize HSE promotion events for PROJECT such as World Day for Safety & SustainabALL Day.
• Promote HSE and SustainabALL awareness through Safety and SustainabALL moments, effective HSE communication, etc
• Develop and implement the PROJECT Recognition and Sanction policy in collaboration with Contractors.
• Monitor that Joint Safety Tours are systematically done by PROJECT personnel
• HSE reporting and REX
• Collect and consolidate all relevant HSE data from PROJECT.
• Consolidate the PROJECT Weekly/Monthly/Annual HSE reports
• Monitor the PROJECT HSE objectives, KPIs, programs and plans.
• Ensure adequate and timely HSE reporting in line with PROJECT and TEEP Ratawi affiliate procedures;
• Ensure that PROJECT HSE meetings and reviews are performed and recorded accordingly;
• Ensure that any HSE event on PROJECT is reported and recorded in due time;
• Lead in accident / incident investigation and ensure full compliance with PROJECT and TEEP Ratawi affiliate procedures
• Promote proactive HSE Observations reporting. Implement #MySafetyForAll
• Analyze trends and propose the necessary corrective measures
• Ensure efficient communication of Return of Experience (REX) on PROJECT;
• Facilitate the PROJECT COREX

Contexte et environnementPosition will be based in Dubai with frequent mission to Iraq on Ratawi Solar project ( 80%) and permanently involved in all PROJECT activitiesClose cooperation with TEEP Ratawi affiliate and other TEEP Ratawi Projects will be necessary
