Job Description

JOB PURPOSE:#Lead the process of Independent / impartial investigations of Occupational Health, Safety, and Environment (HSE) severe accidents in the authority according to the approved policies, processes, and obligations, in coordination with applicable internal and external parties, and submit reports with identified the root causes and related areas of improvement.Key RESULTS ACCOUNTABILITIES:# Consider advanced technological aspects into accident investigation process and continually maintain assets /equipment.# Manage prepare Memorandum of Understanding (MoU) with Organizations who would technically advise / support in improving accident investigation process# Identify legal and other obligatory requirements relevant to the activities managed under the Section and ensure compliance# Provide strategic and technical advice to Top Management on matters related to accident investigation scope# Direct and ensure orientation programme for new Employees, detailing their roles and job responsibilities# Prepare annual budget forecast of Section and recommend cost rationalization initiatives duringimplementation# Adhere to all policies issued in the Organization and carry out duties and responsibilities as per the Code of Ethics# Execute roles and responsibilities assigned in Committees & Teams as per the Administrative Order(s) issued# Identify training needs for Employees in the field of accident investigation in accordance with the approved policies and in coordination with Training Centre and Develop National Employees of the Section with investigation capabilities and capacities, with a plan# Review accident data and lessons learned database and insure prepare reports aimed at improving HSE performance# Ensure establishment of an effective accident investigation system considering international best practices and standards, and benchmarks# Manage execute SWOT analysis on accident investigation management and identify improvement areas# Ensure integrated work model between monitoring and regulatory sections, ensuring effective HSE management# Guidance in periodic performance review of accident investigation in line with Policy requirements and raise results to higher leadership# Execute disciplinary actions on evident breaches against railway regulations and other obligations applicable# Attend safety critical incidents (accidents, emergency, crisis, etc.) as per management directions on a 24x7 basis and provide technical feedback for improvement and/or enforcement# Any additional responsibilities as advised by the Head of Department# Ensure frequent and effective consultation with Employees and support with their queries and requests on a timely basis# Ensure effective implementation of assigned roles and responsibilities of accident investigation section# Lead the Independent / impartial investigations of Occupational Health, Safety, and Environment (HSE) severe accidents in the authority and submit reports with identified the root causes and related areas of improvement# Set an annual execution plan for the section considering all key activities by setting requirements and targets & follow up the implementation# Lead & support technical investigations of serious accidents related to Authoritys business systems (metro, tram, bus, marine, etc.) and its sub-systems as per management directions and raise relevant reports# Insure prepare & develop processes, protocols, systems, and obligations necessary for the management of accident investigation, both at governance and operational levels.# Manage the process of analyze investigation reports and statistics related to accidents on a regular basis, and raise reports, considering trends, criticality, and risks# Review reports of investigation of serious and medium accidents from Agencies, Sectors, Operators, etc. and give the necessary feedback and recommendationsKNOWLEDGE,SKILLS AND EXPERIECE:# Bachelors Degree in Engineering, Science, Occupational Health, and Safety, or equivalent from recognized university -Masters Degree is preferred# 11 years of working experience in health & safety, including accident investigation in the transportation sector -Experience in different railway sub systems and exposure to other modes of transportatio
