Information Technology Governance Manager

Job Description

Purpose: The Senior Manager Portfolio Management & Project Governance is responsible for designing, implementing, and operationalizing Portfolio Management Frameworks and Governance structures. This role ensures alignment of IT Programs, Projects, and Small Change Requests (SCRs) with business objectives through effective ITIL standard Change Management processes. Additionally, the role supports the Head of PMO & Governance in facilitating governance forums, ensuring compliance, risk management, and timely project delivery within allocated budgets.Key Responsibilities:Strategic:

• Support IT strategy alignment with business goals by overseeing project delivery and IT initiatives.
• Develop IT Governance and PMO models including frameworks, controls, and reporting mechanisms.
• Prepare and maintain Portfolio roadmaps, prioritize projects, and monitor budget utilization.
• Ensure timely implementation of IT initiatives and track Projects Key Performance Indicators (KPIs).
• Design and prepare IT operational frameworks and PSPGs (Policies, Standards, Procedures, and Governance structures).

Operational:

• Develop and implement comprehensive project governance frameworks, policies, and guidelines.
• Establish project management standards, methodologies, and templates for consistency and quality.
• Collaborate with stakeholders to define project approval criteria and risk management processes.
• Monitor adherence to project governance standards, conduct audits, and identify areas for improvement.
• Act as a subject matter expert on project governance best practices, providing guidance and training.
• Oversee portfolio management processes, ensuring alignment with strategic objectives and optimal resource allocation.
• Facilitate portfolio reviews, prioritization, and decision-making involving senior leadership.
• Monitor portfolio performance metrics such as budget, timelines, and resource utilization.
• Manage project dependencies, risks, and issues, implementing mitigation strategies as needed.
• Maintain a centralized repository for ITIL processes and documentation.
• Support IT Finance & Budget planning, Capex & Opex tracking, and payment management.
• Report on Program & Projects performance, including RAG status, Budget utilization, and capacity.

People Management:

• Cultivate relationships with stakeholders including external partners, project managers, and team members.
• Collaborate with Finance, Admin, Vendors, and procurement units to establish effective PMO & Governance practices.

Product / Process Improvement:

• Evaluate and optimize project management processes, tools, and methodologies.
• Promote a culture of continuous improvement and adoption of industry best practices.
• Identify opportunities for process optimization, implement improvements, and support professional development.
• Track and realize improvements in performance metrics and operational efficiencies.
• Ensure compliance, risk management, and audit readiness across IT portfolio activities.

Qualifications and Experience:Education and Certifications:

• Minimum bachelors degree in IT Engineering/Science or related field.
• Certifications: PMP, Prince 2, ITIL, Change Management, Scrum Certification.

Knowledge and Skills:

• Proven experience in implementing and managing project governance frameworks.
• Strong analytical, problem-solving, and decision-making skills.
• Experience in IT PMO Governance in retail or competitive industries.
• Ability to manage large budgets and financial tracking.
• Excellent communication and interpersonal skills.
• Results-driven with resilience and ability to work under pressure.

Experience:

• Minimum 8-10 years in project and portfolio management.
• At least 5 years in a Senior Manager role focusing on project governance and IT PMO.

• Successful setup and rollout of IT PMO & Governance structures.
• Accuracy in capacity tracking and resource optimization.
• Adherence to project delivery timelines and budgetary controls.
• Achievement of project success criteria and stakeholder satisfaction.
• Compliance with IT capex tracking and reporting requirements.
• Continuous improvement in process efficiencies and cost savings.
