HSE Loss Prevention Engineer

PESCO Energy & Resources is an international company engaged in project management in the field of Oil and Gas & Chemicals, incorporating the advanced project implementation practices and offering solutions based on unique technologies and professional turnkey project execution.We are currently looking for a highly motivated HSE Engineer with experience on large Oil & Gas / Petrochemical / Chemical industry to be a part of the New Project in Dubai, UAE. The new project will be a Polymer / bio-polymer project.Responsibilities:

• Responsibility for project HSE Compliance in the design phase and overall project Technical HSE performances.
• Interfaces with HSE specialized external Consultants (permitting, specific studies, etc).
• Provide HSE inputs to the engineering design so that the plant design meets the project HSE requirements.
• Participating in cross-functional and various internal & external meetings to provide HSE
• Design inputs to Engineering Design activities.
• Support the Technical clarifications from Client, Contractors, Consultants, Construction, and commissioning field queries.
• Conduct HAZID/ENVID, HAZOP/SIL, PHSER workshops.
• Participate in reviews conducted by other disciplines, e.g., 3D model review, Constructability, P&ID, Building review etc.
• Populate Risk register, Conduct Risk Reviews and perform risk costing.
• Carryout design calculations & get approvals from Technical Authorities.
• Thoroughly understanding FEED or EPC project scope. Receive and provide inputs. Reviews & comments on documents of other disciplines.
• Prescribe safety measures and ensure safety measures are understood and implemented by all disciplines in the project, such as: Active & Passive Fireproofing requirements Fire rating of structures & buildings Escape route Deluge system Blast rating of buildings Blast & fire dampers in HVAC system. Fire Zoning Eye wash & safety shower Hazardous area classification Sterile radius & height for flare system Equipment spacing criteria in plant. Noise levels & limits Inputs to ESD, Isolation, F&G and Drainage philosophy

• Minimum 7 years Petrochemical, Oil & Gas design midstream & downstream industry. Experience in Polymer industry is an added advantage. Experience as Risk & Safety and Loss Prevention engineering for 7 years.
• Preferably having experience in both FEED and Detail Engineering phases of a project.
• Must have been in LEAD HSE Engineer position for minimum 1 project start to end), OR
• Subject Matter Expert in Petrochemical or Polymer production industry.
• Experience in handling HAZID/ENVID, HAZOP/SIL workshops.
• Experience in SIL allocation/ LOPA studies.
• Knowledgeable in Gas dispersion assessment, Noise level assessment, Firewater system design, Hazardous area classification, Fire explosion & Risk studies, F&G systems, Passive fire protection, Flare radiation assessment, Environmental studies etc.
• Hands on experience in latest HSE software, e.g., PHAST, PIPENET, FLACS CFD (or any other CFD) etc.
• Well conversant with international standards & regulations e.g., API, NFPA, UL, OSHA, ASME, BS/EN etc. as well as client standards like Shell DEPs & ADNOC standards.
