Electrical or Mechanical Engineering background.With hands on experience on the application and control of Isolation systems under Commissioning LOTO (Lock Out Tag Out) procedure at Combined cycle power plant.7~10 years? experience as Commissioning LOTO system with locking devices.General Description:The Lock-Out Tag-Out and Permit-to-Work Administrator will work as part of a site commissioning team for the Tanajib IPP Project.The Lock-Out Tag-Out and Permit-to-Work Administrator shall have the ability to self-perform as well lead every aspect of the work. The Lock-Out Tag-Out and Permit-to-Work Administrator will interact with Samsung management, OEM technical advisors,and client operations staff as necessary to ensure the successful implementation of the Tanajib IPP Project.Responsibilities:?Implement the approved project Lock-Out Tag-Out (LOTO) and Permit-to-Work (PTW) Programs & Procedures?Responsible for controlling General Safety prior to or on working area and adjacent to working area for safe access, demarcation, PPE etc, if required conduct direct personal supervision and/or site patrol at regular intervals.?Ensure and check safe pre-operational and operational commissioning for the entire facility?Develop, recommend and implement modifications as required to ensure safe operation of the power plant equipment?Maintain the LOTO and PTW database for all activities?Report program status as required?Security and safekeeping of LOTO/PTW office keys, locks, and documents?Support planning, documentation, approval, final clearance, and switching for all high voltage systems?Reporting to the respective department if any abnormality existing in commissioning and sharing knowledge to resolve the issues at site.?Develop, recommend and implement modifications as required to ensure safe operation of the power plant equipment?Maintaining the supply of all LOTO and PTW consumable materials, ordering as necessary?Perform OJT & Formal Training, Conducting tests according to PPA & ML regulations,?Ensure and check all of responsible Lock-Out Tag-Out (LOTO) and Permit-to-Work (PTW) activities are performed according to related Government regulations, TIPP HSE procedures and manuals?Ensure all system owners and system support staff members complete the assigned procedures and document the results appropriately.Other Points to consider:oUndertake the daily running of Permit to Work in conjunction with commissioningthe 1163 MW CCPP of 4 X GE GT 9FA and 2 X GE ST A10.oEstablish the LOTO procedure by using the client template format.oConducting commissioning awareness training to all workers in the site.oConducting commissioning PTW acceptor training and test to all permit requesters.oIdentifies lockout points using the P&ID.oIdentifies lockout points using the electrical single line, schematic and PDP drawings.oWorking Knowledge of Medium Voltage (MV) Gear, Generators, Switchgear,UPS Systems, Static Transfer Switches (STS) and Power Distribution Unit operation,as well as LOTO requirementsoParticipate in isolation and de-isolation of plant and equipment andreturn to service of the plant or apparatus as required.oAllocation of work schedules, verify documentation to ensure the isolationis correctly applied.oAble to perform gas testing in hazardous area or confined space.oAssist in identifying system boundaries prior accepting ECC packages.oCoordination between commissioning, operation and construction.Minimum Skills/Knowledge:?Excellent understanding of combined-cycle power systems; protection and control devices, functions and interrelationships?Perfect understanding for energy isolations, release of residual energy, and properly securing the isolation device?Computer literate with Microsoft and various software applications ?Ability to review and understand multi-discipline (mechanical, electrical, control systems, etc.) drawings and documents?Ability to review and understand OEM supplier drawings and information?Excellent written and spoken English language skillsEducation/Experience:?Bachelor degree in Engineering preferred or equivalent technical degree with additional related experience. ?Ten years of power plant system commissioning, start-up and operating experience with minimum of five years? combustion-turbine, simple/combined cycle power plant electrical system commissioning, start-up operation experience?Previous engineering experience developing and testing trip matrix applications for combined-cycle power plants?Extensive permit to work and lock-out tag-out training and experienceAddition Desirable Skills and Experienced:?Korean/EPC work experience.?GCC/KSA Work experience.?OEM working experience.
