Overview Position Senior Manager, Food Business Licensing and Compliance (FBLC) Job Code Reports to Head of Food Department Direct Reports FTEs & SMP in:

Division Agri-Food Trade and Business Development Department NEOM Food Department Role Purpose NEOM aims to change the future of food. As climate change threatens agricultural systems around the world, NEOM will promote climate-positive growing solutions, novel foods and breakthrough technologies to nourish both people and planet in a sustainable manner.As a pioneering member of the NEOM Food Department, the Senior Manager FBLC , will play a key role and be required to:
  • Control and authorize food imports and exports.
  • Oversee timely and effective operations and integration within the Food Department.
  • Lead efforts to provide certificates, licenses, and permits for the Food Ecosystem within NEOM, including all supply chain activities, to ensure safety of a secure and sustainable food supply.
Key Accountabilities & Activities Core Functional Responsibilities Licensing management and development
  • Set licensing requirements and supporting documentation for licenses granted by NEOM Food Department, including license application, granting, renewal, and withdrawal processes.
  • Develop and oversee risk-based license requirements for various food business activities.
  • Develop workflows and online portal application process.
  • Develop regulatory policy and interpretive guidelines on license application processes.
  • Respond to customer inquiries regarding the application process.
  • Assess applications to ensure technical and regulatory requirements are met.
  • Oversee the inspection and/or audit processes of Food Business Operators (FBO) as necessary.
  • Issue licenses and certifications and manage registry.
  • Manage non-compliance reports, notices of sanctions, appeal process, etc.
  • Manage enforcement of sanctions.
  • Establish and manage KPIs relating to license applications, granting, renewal, and rejections.
  • Oversee the training process for all those involved in food safety inspections and audits.
  • Coordinate with other NEOM regulators.
Import inspection and certification
  • Oversee food import process, including inspections, sampling, and testing in liaison with relevant government entities.
  • Support NEOM personnel and KSA (SFDA) partners undertaking risk-based food safety inspections.
  • Coordinate inspections and sampling of foods for delivery to laboratories for analysis.
  • Collect evidence, compile inspection reports, legal notices, and coordinate with the relevant NEOM Authority Departments to make decisions on acceptability and/or disposition.
Export inspection and certification
  • Oversee licensing of the export process, identifying outsourcing partner when relevant.
Temporary labor coordination
  • Anticipate, identify and coordinate training needs for workers involved in agri-food activities.
Operations of the Office
  • Take full ownership of all Office operations.
  • Establish and validate periodical goals, track, and monitor KPIs, propose enhancements.
  • Provide and analyze activity reporting and communicate results to the Head of Food (Department).
  • Maintain knowledge of relevant legislative requirements in order to undertake the above duties.
Transitional Activities for Developing Function Readiness The Food Department will face existing demand and activity from Day 1, which is set to increase with increasing numbers of residents involved in design and construction of NEOM, together with visitors and tourists. Transition plan
  • Explore options (e.g., outsourcing the import licensing function) to be ready to operate in 2023, and develop a plan for eventual, comprehensive assumption of responsibilities by NEOM Food Department.
  • Plan as necessary for on-time activation and development within budget, and prepare work plans to complete assigned objectives.
Developing processes, protocols and procedures
  • Develop effective working processes and procedures for the Food Department.
  • Design a risk categorization framework to facilitate risk-based and evidence-based inspections.
  • Review and recommend refinements to NEOM Food Department regulatory oversight as necessary.
Background, Skills & Qualifications Qualifications, Skills, Experience and Mindset Knowledge, skills and experience:
  • Suitable qualification(s) to undertake food licensing activities. This would most likely include university level qualification in a relevant discipline and (optional) certification in this field of activity.
  • Extensive experience of an operational and/or technical lead role within a food-related service.
  • Experience in food import control work, including working knowledge of Sanitary and Phytosanitary (SPS) measures.
  • Experience in food supply chain management would be a bonus.
  • 15+ years of managing people and resources including performance management.
  • Project management experience is an undeniable asset.
  • Experience in a Gulf Cooperation Council (GCC) country and knowledge of Gulf Standards Organization (GSO) standards are assets, but not absolute requirements.
